- The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division Lakehurst, intends to solicit and negotiate a n Indefinite Delivery Indefinite Quantity (IDIQ) Contract on a fixed price basis with Flexible Lifeline Systems (FLS) on a Sole Source Basis. The IDIQ is for up to 17 each V-22 Wing Maintenance Stands. The stands are commercial stands, designed, assembled, and tested to meet NAVAIR requirements. The maintenance stands have been formally introduced to the Navy Supply System as a Support Equipment Requirement Document (SERD) requirement. All logistical/supply and technical manual support is developed. The maintenance stands are fully developed and deployed at the operational and intermediate levels of maintenance. The stands in this action will be acquired to support depot level maintenance. All technical data rights and drawings are proprietary to FLS. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. This IDIQ is being pursued on a sole source basis under the statutory authority of Title 10, U.S,C Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. The Government will consider all responses received within 15 days after the publication of the applicable synopsis. GENERAL INFORMATION: FLS is the sole designer, developer, and manufacturer of the current V-22 wing maintenance stand, and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to manufacture the maintenance stands to conform to the SERD requirements.
