Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be released. The Government intends to award a fixed price purchase order with one twelve (12) month base period to Terumo BCT, Lakewood, CO 80212-4440. The Department of Transfusion (DTM) at National Institutes of Health (NIH) Clinical Center (CC), Bethesda, MD has a requirement to procure the services listed below: Item Number: 71800 Description: Elutra Full Service (2 PM/PR) Product Number 71800, S/N 1E00010; 1E00015; 1E0085 Unit of Issue: Each Quantity: 3 Item Number: 91000 Description: Cobe 2991 Blood Cell Processor Full Service (1PM/YR) Product ID 91000 Unit of Issue: Each Quantity: 7 Item Number: 71200 Description: Spectra Seal Safe PM (1/YR) Product ID 71200, S/N 2775, 2625, 2626 Unit of Issue: Each Quantity: 3 Terumo BCT is the only company that manufacturers the Elutra kits and associated disposable and Elutra instruments. These instruments are cell separators/washers which are used to separate various blood/blood components from one another. This then permits the specific type of cells of interest to be taken and further manufactured and returned to the patient. This applies to monocytes, for example, which can be withdrawn and made into (manufactured) dendritic cells or lymphocytes which are manufactured to modified lymphocytes and reinfused into the patient. With regard to specific protocols, the NCI has one such as Dr. Mackall's Protocol 07-C-0206 and Dr. Wood's Protocol #09-C-0139. Both protocols use the monos in order to generate dendritic cells. If we were not able to procure this, the protocols would have to be discontinued as the Cell Processing Section would not be able to manufacture to blood products required for cancer vaccine patients. This could prove fatal. At this current time, it is not practicable to solicit offers for this requirement as this testing has been validated for our Cell Processing Section and there is no other supplier for this product. This is also propriety in that the kits, disposables and instruments must follow the manufacturer's specifications to assure proper functionally. Also, this must continue to follow eGMP (Good Manufacturing Product) compliance which requires regularly scheduled maintenance as directed by the company. The acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b). Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received within the time set forth in the synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Each response should include the following Business Information: a. DUNS b. Company name, address, POC, phone and email address c. Current GSA Schedules or NAICS codes appropriate to this Award d. Type of Company (i.e., small business, 8(a), woman owned, HubZone, Veteran Owned, etc.) as validated in System for Award Management (SAM). All offerors must register on the SAM located at http://www.sam.gov/portal/SAM/#1. e. Capability Statement Comments to this announcement, referencing this posting number, may be submitted to the Clinical Center, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Andre' M.
