Description
INFORMATION ONLY: Pre-Solicitation Notice: The Central Texas Veterans Health Care System (CTVHCS), Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed-Price construction contract to Demo 2 (two) complete Steam Hot Water Heating Systems and install 1 (one) new system in B-12, 2nd floor mechanical room. The work will be performed at the VA North Texas Health Care System, Sam Rayburn Memorial Veterans Center, 1201 East 9th Street, Bonham, Texas 75418. The Project includes, but is not limited to the following: The Contractor shall provide all labor, tools, materials, equipment and supervision to demo 2 (two) complete steam hot water heating systems and install 1 (one) new system in B-12, 2nd floor mechanical room. One system which feeds the old second floor HVAC equipment shall be demoed back to the closet fitting leaving the room. All piping shall be capped off. Remove existing outside air louver and provide a new louver with 110 volt damper motor and thermostat. Any wall and building penetrations created during demo or installation shall be sealed to match existing finishes and fire caulked as required. Remove all equipment and piping back to the last connection leaving the room. Cap to seal all unused existing electrical, pneumatic, steam and water lines. All new system components and piping shall be installed as close to wall and floor as possible to allow serviceability. The new system shall consist of all the components required for a new steam to hot water heating system. Components are to be properly sized and include; back flow preventer, auto fill valve, water relief valve, bypass for the auto fill valve water circuit, chemical feed pot with isolation valves, air eliminator and expansion tank, steam to water converter, standalone electric controls, relief valve for hot water heating loop, relief valve on steam heat exchanger, circuit setter and pressure gauges with isolation valves on all inlet and outlet piping circuits as required by VA. 1. Remove and dispose of the existing pump, heat exchanger, air separator, expansion tank, chemical feeder and associated piping and existing OSA louver and pneumatic controls/devices in the designated VA containments. 2. Provide and install one (1) new steam to heating water system and one (1) new outside air louver with controls turnkey to consist of: Steam heating system to include a steam heat exchanger with relief valve and steam trap, heating water pump, air separator and chemical feed pot with all necessary valves, standalone controls with a bypass on the steam control valve and unions on both sides of the steam control valve, with the proper components to make the system operate within VA standards. One (1) new expansion tank to include new make-up water RPZ, pressure reducing valve, oil filled gauge, relief valve and by-pass. Heating water, steam and steam condensate pipe, valves and fittings. 3. Stand-alone controls to include: Steam control valve with electric on-off pilot and self-operating temp pilot. Two (2) outdoor thermostats; One (1) for OSA temp reset on our heating system and one (1) to control the OSA louvers. NEMA 1 panel/starter for the pump and relay for the thermostat with HOA switch and pump run light. HOA switch to operate electric louver actuator from an outdoor thermostat 4. Outside air louvers and control to include: One (1) each commercial grade louver made to fit existing opening One (1) each damper motor and thermostat (110 volt) 5. All equipment and piping shall have isolation valves or disconnect switches for ease of maintenance. 6. Oil filled Pressure gauges on all supply and return lines (steam and water). 7. Electrical and stand-alone control wiring turnkey. 8. Fiberglass pipe insulation as needed to meet VA Specifications for piping in the 1st and 2nd floors. 9. Remove and dispose of heat exchanger, pump and associated piping located in the corner opposite of the access hatch, all associated unused piping is to be cut and capped at the wall. Clean up area as required. This requirement is a competitive offer, Set Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). The applicable NAICS Code is 236220, $36.5 M. The magnitude of the construction estimate cost range: $100,000.00 - $250,000.00.
