- NAICS: 541990 All Other Professional, Scientific and Technical Services RFQ-DC-17-00107 Procurement Office: United States Environmental Protection Agency (EPA), Superfund Regional Procurement Operations Division (3805R) 1200 Pennsylvania Avenue NW, Washington, DC 20004 Response Date: March 29th, 2017 12:00 pm (Eastern Standard Time) U.S. Environmental Protection Agency's Office of Superfund Regional Procurement Operations Division, seeks quotes for the following service identified in the attached Statement of Work. Quotes are being requested in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The base period of performance is estimated to begin April 24, 2017 and will not extend 12 months based on the date of award. Please see the attached Statement of Work for project details. Please review the following attachments associated with this Request for Quote before submitting questions or submitting an offer: 1.Request for Quote RFQ-DC-17-00107 2.ATTACHMENT 1 STATEMENT OF WORK 3.ATTACHMENT 2 APPLICABLE CLAUSES 4.ATTACHMENT 3 TECHNICAL INSTRUCTIONS TO CONTRACTORS 5.ATTACHMENT 4 TECHNICAL EVALUATION CRITERIA Interested contractors should be advised the following: -Contractors must have an active registration in the System for Award Management (SAM) -Contractors must not be listed on Excluded Parties List Service at time of award -Contractors must be registered in FedConnect at https://www.fedconnect.net/FedConnect/. Interested contractors must submit the following quotation package: 1.An executed copy of Standard Form 18. Please ensure blocks 12-18 are completed. 2.A firm fixed price quote consisting of the requested services, materials, and personnel. 3.An acknowledgment that your organization is registered and has an up to date System for Award Certification to receive "All Awards". 4.A technical proposal based on Technical Instructions (Attachment 3) 5.A Memorandum of Understanding(MOU) or Cooperative Research and Development Agreement (CRADA) between the Institution containing the lab equipment and the UNITED STATES ENVIRONMENTAL PROTECTION AGENCY A firm fixed price purchase order will be issued to the successful vendor that provides the lowest priced technically acceptable quote. Quotes must be submitted electronically via email to Contracting Officer Dionne Wright at wright.dionne@epa.gov. All questions and comments regarding this procurement shall be addressed in writing to Contracting Officer, Dionne Wright at wright.dionne@epa.gov NO LATER THAN Friday, March 24th, 2017 at 12:00 pm. UNDER NO CIRCUMSTANCES SHALL ANY COMMUNICATION TAKE PLACE BETWEEN THE CONTRACTOR AND ANYONE AT THE US EPA OTHER THAN THE CONTRACTING OFFICER. Quotes are due no later than Wednesday, March 29th, 2017 at 12:00 pm. No telephone inquiries will be accepted.
