STATEMENT OF WORK/SALIENT CHARACTERISTICS Department of Veterans Affairs VA Puget Sound Health Care System Overview: Spokane VAMC requires Prospective contractors to provide Milo Range Pro or Brand Name or Equal per FAR 52.211-6 Brand Name or Equal. The MILO Range training system is a comprehensive solution that is designed to allow trainers the ability to: 1) Give presentations and classes 2) Conduct interactive testing and assessment 3) Provide immersive hands-on scenario based exercises with detailed debriefing and after action review. 4) Increase trainee knowledge, skills and confidence in a safe, challenging environment that is highly interactive and engaging Objective: Our objective is to provide Spokane VAMC police with necessary training equipment in order to provide the best care for our veterans. Salient Characteristics Must meet minimum salient characteristics to be technically acceptable: HD projector-2800+ lumens/high contrast MS Windows 7 OS Must include HD 12 x7 fast-fold projection screen Include a touch screen LCD flat panel monitor, keyboard and optical mouse, speakers 2, 9mm dry fire laser weapon inserts 2 OC pepper spray laser training devices w/trigger activation Low light training program allowing for trainee to use real flashlights Have Trainee Action Capture with picture in picture Must have Graph-X Targets with CGI skill builder exercises Must have statistics and management data base tools Must have the ability to allow the trainer to manually branch scenarios to change the needed level of force (use batons) Must have air recoil conversion kit for Sig Sauer P229 Must have Range Anywhere-wireless instructor Two year maintenance/repair warranty on the entire system This is not a request for competitive quotes; however, any firm that believes it can meet these requirements and is a VIP certified SDVOSB or VOSB vendor may give written notification to the Contracting Officer within 7 days from the date of the publication of this synopsis. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only authorized representatives of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Responses are due by 03/28/2017 12:00 pm EST. In accordance with FAR and VAAR Part 8 and/or 13, this notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, 19 Jan 2017.
