PROJECT TITLE: SLATE ROOF REPLACEMENT CITY & STATE: 750 East St. Louis, IL BUILDING: Melvin Price Federal Building & U.S. Courthouse, THIS IS NOT A REQUEST FOR QUOTE, REQUEST FOR PROPOSAL OR INVITATION FOR BID. THIS IS A SOURCES SOUGHT NOTICE FOR GOVERNMENT PLANNING PUPOSES ONLY. There is no solicitation available at this time. This Sources Sought Synopsis is published for Market Research purposes to identify interested Small Business vendors and who qualify under the 8(a) Program, the HUBZone Program, Women Owned, and/or the Service-Disabled Veteran-Owned Small Business Procurement Program. The North American Industry Classification System Code for this potential acquisition is 238160 Roofing Contractors. The Bonding Capacity for this acquisition is $500,000.00. The Small Business size standards under this NAICS code 238160 are $15,000,000.00. The General Services Administration (GSA) is seeking qualified Prime Contracting sources with proven experience and expertise in Slate Roofing replacement services. This potential acquisition will be completed at the Melvin Price Federal Building & U.S. Courthouse, located at 750 Missouri Avenue, East St. Louis, IL. The Melvin Price Federal Building & U.S. Courthouse is 67,800 square feet and built in 1910 in the Greek Revival, Roman Revival, and Federal styles of architecture. It rises three stories above grade, includes one floor below, and is constructed of gray Indiana limestone. In 1988 a 77,900 square foot annex was added to the rear of the building. The Melvin Price Federal Building & U.S. Courthouse is listed on the National Register of Historic Places. This historical monument is located in the central business district of East St. Louis. Replacement of the Slate Roof shall be in accordance with all federal, state, local and industry standards and policies. The scope of work includes but is not limited to: Removing existing slate, underlayment and perimeter roofing membrane. Removing existing copper flashing, hip, valley, step and ridge flashing. Install new self-sealing self-adhered waterproofing membrane at ridge, hip and valleys. Installing Asphaltic roofing felt over existing wood decking. Installing new copper ridge, hip, valley, step, and transition flashing. Install new TPO roofing and associated accessories at perimeter of roof and Install new non-fading black Slate tile. In addition, the Contractor is expected to visit the site prior to bidding to evaluate the bid documents and inspect existing conditions. No extra payment will be authorized for failure of the Contractor to survey all construction conditions. This project may require work hour restrictions. The Davis-Bacon Wage Determination will be applicable. A wage determination from the Department of Labor will specify minimum wages to be paid to employees. The Government anticipates issuing the solicitation for this acquisition around September 2017. Demonstration of recent, relevant past performance history on Slate Roof replacement projects within 3 years. Information that will support financial capability. The Capability Statement should be no more than two (2) pages in length. Responses to this announcement are not considered quotes or offers, and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The Government shall not be held responsible for any cost incurred in response to this Sources Sought Notice. Interested vendors are encouraged to identify themselves as such at the FedBizOpps website for purposes of teaming arrangements and subcontracting opportunities.
