Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Zurich Instruments of Switzerland for a Lock-in Amplifier for the Nanoscale Metrology Group of the Physical Measurement Laboratory (PML) at NIST, Gaithersburg, Maryland. The Nanoscale Metrology Group's mission is to realize and disseminate the meter, the SI unit of length, down to the nanometer scale, including oscillatory phenomena such as acoustics and vibration and conduct research and development in nanoscale length and motion metrology. Their focus areas are: 3D Nanometrology; Dynamic Length Measurements; Acoustics and Vibration Calibration; MEMS/NEMS. The NMG has a need for a Lock-in Amplifier comprising of two lock-in amplifiers for electronic measurements of biomolecules. Electronic current from a nanoelectronics device over a range of +/- 100 nA will be measured to identify and quantify biomolecules and their interactions. The measurements allow one to determine complex binding modes that result from subtle conformational changes in protein interactions. These interactions often excite higher order harmonic modes in addition to the fundamental mode and must be measured simultaneously using independent demodulators. Only Zurich manufactures and directly sells to their customers, the Lock-in amplifier that has two lock-in amplifiers within the system and are interoperable, sharing the same software platform to ensure full compatibility. In addition, the lock-in system is fully capable of measurements over wide time scales ( i.e. bandwidth ranging from near DC, 1 mHz to 25 MHz to capture fast interactions). These two lock-in amplifiers within one system must work seamlessly and integrate into a single experiment. Zurich is unique in providing capability of providing the Lock-In Amplifier system with two lock-ins within a system and ability to measure over a wide range of scales, up to 50 MHz. No other companies The North American Industry Classification System (NAICS) code for this acquisition 334515, with a size standard of 750 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by April 1, 2017 will be considered by the Government.
