- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number for this requirement is W5J9CQ-17-R-0005. The solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. (iv)This requirement is set-aside for HUBZone vendors concerns HUBZone Program. The associated NAICS code for this acquisition is 541370, Surveying and Mapping with a small business size standard of $15M. (v) The solicitation contains the following CLINs: 0001 - Urban Tactical Planner (UTP) 10 base cities, and 0002 - eight separate city options. (vi) The UTP Data Set 65-10 requirement is to obtain geospatial information in the form of data sets for the uses and planning purposes of Military Ground Component Commanders. The customer's defines the services as "to generate and deliver geospatial datasets for use as an Urban Tactical Planner (UTP) tool" also defined in the Performance Work Statement (PWS). (vii) The period of performance consists of a base year with additional city options. Refer to pages 11, 19 and 20 for dataset delivery information. (viii) The provision at FAR 52.212-1, Instruction to Offerors-Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The evaluation factors are Factor 1: Approach, Specialized Experience, and Competence 2: 2) Past Performance, and Price. See the provision at FAR 52.212-2 for the order of importance. (x) Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with the offer. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiii) The solicitation is the official reference for all contract requirement(s), terms and conditions determined by the Contracting Officer to be necessary for this acquisition. (xiv) The Defense Priorities and Allocation System (DPAS) is not applicable to this acquisition. (xv) Quotations are due no later than 7 APRIL 2017 at 10:00 AM - EDT.
