- Minimum Essential Characteristics (MECS) NOTICE OF INTENT TO SOLE SOURCE 1. Solicitation Number: W81XWH-17-T-0162 2. Sole Source Title: Agilent Technologies, Inc. Software Maintenance to provide maintenance via telephone and software updates for 7 days a week for 365 days for a year for OpenLab Enterprise Content Management (ECM) Workgroup SMA consist of Agilent Mass Spectrometry Systems for serial numbers USA0093139, USA0093140, and Data Analysis. 3. Agency: U.S. Army Medical U.S Army Medical Research Institute of Infectious Diseases (USAMRIID), Fort Detrick, Frederick, MD 4. Contracting Office: U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Frederick, MD 5. Location: Fort Detrick, Frederick, MD 6. Description: The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source Firm-Fixed Price supply contract to Agilent Technologies, Inc., DUNS 195823570 and CAGE Code 0YSC6. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The Federal Acquisition Regulation (FAR) citation is 13.106-1(b)(1)(i), and the FAR citation title is "Only one source reasonably available" to include brand name. 7. Background: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) is the Department of Defense's (DoD) lead laboratory for medical biological defense research. USAMRIID's core mission is to protect the warfighter from biological threats; USAMRIID also investigates disease outbreaks and threat to the public health. The research conducted at USAMRIID leads to medical solutions-therapeutics, vaccines, diagnostics, and information that benefit both the military personnel and civilians. USAMRIID has a mission to provide leading edge medical capabilities to deter and defend against current and emerging biological threat agents. The Software Maintenance will allow researchers to adaptive modify changes in the software, perfective in functional enhancements of the software, corrective diagnosing and fixing occurrence of error, and preventive increasing software maintainability or its' reliability to prevent future problems to the analytical equipment. 8. Scope and Purpose: The USAMRIID requires the Software will encompass the phone support and software updates and includes coverage on the following: G6762AA x 1 ECM Agilent Mass Spectrometry for the serial numbers USA0093139, USA0093140, and Data Analysis of Software. Agilent Technologies, Inc. is the software developer tailoring of the post-delivery/deployment process for the Agilent Mass Spectrometry. OpenLab ECM software manages the data for the laboratory equipment production to support operation in monitoring operation and secures data in a central location. The Software Maintenance is based on Microsoft Business Intelligence Development Studio and easily combines data gathered from single or multiple sequence of experiments 9. North American Industry Classification System (NAICS) Code: The NAICS code for this requirement is 811219 Other Electronic and Precision Equipment Repair and Maintenance size standard $20.5M. 10. Anticipated Delivery Period: The requirement for Agilent Technologies, Inc. software maintenance is for a period of one (1) year from date of contract award. 11. Information to Industry: This Notice of Intent to Sole Source is for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement within fifteen (15) days of public notice to be considered by the Government. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement. 12. Response Due Date: Interested vendors should submit the Capability Statement in response to this Notice of Intent to Sole Source electronically by 10:00 AM (EST) 3 April 2017 via e-mail to the Contract Specialist, Ms. Wanda King, at wanda.d.king.civ@mail.mil. No phone calls will be accepted. 13. Notice Closes: This Notice of Intent to Sole Source closes on 3 April 2017 at 10:00 AM. (EST). 14. Questions Closing Date: Questions to address this requirement shall be in no later than 29 March 2017 at 10:00 A.M. (EST). 14. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in response to this notice. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
