- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The proposed contract action is for services for which the Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b). The intent of this notice is not to request competitive proposals and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the International Association Of Chiefs Of Police (IACP) for support efforts for the Traffic Incident Management (TIM) Project Working Group. The IACP is the world's oldest and largest nonprofit law enforcement membership organization. The IACP membership consists of more than 27,000 federal, state, county, and municipal law enforcement chief executives and operational managers in more than 100 countries. The IACP has direct and constant contact with the majority of state, county, and municipal law enforcement agencies within the United States which serves to facilitate the support and implementation of highway enforcement, education, and safety programs. Description of services: The IACP will establish a Project Focused Working Group that would engage other Law Enforcement Groups within and outside the IACP organization. This new working group will provide technical assistance and outreach to the public safety community, but with an increased focus in two particular areas of interest to FHWA: to increase the number of responders trained through adoption and institutionalization of the national TIM Responder training program that support highway traffic safety and operations; the second focus area would be the increased collection of TIM related data and the use of the data for performance measures.
