Description
This amendment is to revise and add to the previous description as follows: NOTICE OF INTENT TO EXERCISE 52.217-9 - OPTION TO EXTEND THE TERM OF THE CONTRACT. This announcement serves as a Sources Sought (SS) synopsis issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This SS is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotation. Do not submit a quote or proposal in response to this synopsis. This action will result in a modification to the current contract, W58RGZ-16-C-0019 for a period of 6 months, with two options to extend (both for 12 months each). This extension will provide for logistical/technical oversight and accountability of the entire Mast Mounted Sight Assembly (MMS). The period of performance for this effort will be approximately 1 July 2017 - 31 December 2019. The contractor shall conduct the handling, removal, and disposal of a radioactive material known as Americium-241 (AM-241) from the OH-58D T-Laser Rangefinder/Designator (T-LRF/D) that is part of the MMS. The contractor shall accomplish all work requirements contained in the SOW at the Temple, Texas facility. The authority cited is 10 United States Code (USC) 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii) entitled, Only One Responsible Source, and No Other Supplies or Services Will Satisfy Agency Requirements. The restricted source is DRS Optronics, Inc., Melbourne, Florida, Contractor and Government Entity (CAGE) Code: 32865, the original equipment manufacturer, and the only known source capable of performing this work in the timeframe required to satisfy the Army's minimum needs. This notice is being posted since these options were not previously evaluated as part of the initial contract award. This sources sought is provided for informational purposes. This is not a "Request for Proposal (RFP)" to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Quote (RFQ) or invitation for Bid (IFB) or RFP, if any issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. Adequate technical data is not available for this acquisition. All offerors must meet prequalification requirements in order to be eligible for award. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies. All prospective manufacturers, or distributors, seeking to compete for a solicitation for Aviation and Missile Command (AMCOM) Spares, for any restricted source parts, are required to be an AMCOM approved source. To obtain approval, vendors must submit a SAR package, for review and approval, to the Engineering Directorate (ED), Quality Engineering Division. Source approval must be obtained prior to being considered for contract award. Approvals are made on an individual part number basis for a specific manufacturing location (CAGE). Firms are encouraged to seek source approval in order to compete for future solicitations by following the SAR submission guidance provided on the website http://amcomdmz.redstone.army.mil/casl_cmo/casldba.casl_cmo_samsar.
