- Description
- Notice of Intent. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Molecular Machines & Industries Inc. (MMI), located in Haslet, Michigan, to purchase a CellScan Module and CellTools Remote access upgrade to a NIST owned MMI Laser Microdissection System. The NIST Material Measurement Laboratory's, Materials Measurement Science Division (MMSD) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale hetero-systems analysis. To meet mission requirements; the MMSD requires an Automated Workflow Microscopy System upgrade to an existing MMI Laser Microdissection System. These Automated Workflow Microscopy components are an upgrade to a material screening and microdissection platform used in the development of an automated materials isolation platform. To maintain the complete interoperability, NIST requires a 100% compatible upgrade for the existing system in terms of electromechanical coupling, computer control, software. Sole Source justification is based on the following: To achieve the necessary compatibility, only a direct upgrade from the original equipment manufacturer (MMI) can meet the requirements of the Government. Sole source determination is based on MMI having developed the technology and proprietary rights to the technology required in these upgrade components. This upgrade must be hardware and software compatible with the existing NIST owned MMI equipment. MMI products are proprietary in nature and authorized domestic resellers are not available per the manufacturer. The resulting purchase order will be a Firm Fixed Price purchase order. NAICS code for this procurement will be 334516 - Analytical laboratory instrument manufacturing with a small business size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 12:00EST April 6th, 2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement Inquiry POCs latish.wqlker@nist.gov Primary erik.frycklund@nist.gov Secondary National Institutes of Standards and Technologies NIST Acquisition Management Division (AMD) 100 Bureau Dr. Mail Stop 1640 Gaithersburg, MD. 20899-1640
