- Delivery Dates for Cable Assemblies Cable Assemblies Notes Cable Assemblies List The Army Contracting Command, APG Division E, Tobyhanna Branch, Tobyhanna, PA 18466, intends to solicit and award a firm fixed-price contract for Navy Blue Force Tracking (BFT) Cable Assemblies for the Medium Tactical Vehicle Replacement Vehicles (MTRV). The NAICS Code is 334419 and the Small Business size standard is 750 employees. Solicitation will be in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5, "Simplified Procedures for Certain Commercial Items" and therefore will utilize simplified procedures for soliciting competition, evaluation, award documentation and notification that comply with FAR 13.1. The Contractor shall provide all personnel, equipment, facilities, transportation, tools, materials, labor, engineering and supervision to fabricate all twelve (12), Navy MTRV Cable Assemblies listed in Attachment 1. The contractor is responsible for all material acquisition, cutting, surface preparation, assembly, coating and finishing of the subassemblies used to build the completed assembly. The total required quantity is 542 each of twelve (12) cable assemblies, for a total of 6,504 cables. All labeling, packaging and design requirements for fabrication of the assemblies will be stated in Department of the Navy/United States Marine Corp. drawings to be provided at time of solicitation and the Navy MTRV Cable Notes (Atch 2). This will be a brand name or equal requirement. All equal brands proposed will require a part drawing and specification sheet with proposal for pre-award, technical evaluation as well as Point of Contact information. No deviations from the baseline drawing or the Navy MTRV Cable Notes (Atch 2) are allowed without written authorization. As part of their Technical submittals, prospective contractors shall be required to provide evidence of their firm's capability to meet critical, time sensitive delivery timelines as stated in Attachment 3, in addition to the Cost/Price and Past Performance Factors in order to be considered for award. First Article Testing is required. After award, the contractor shall prepare a five (5) piece Limited Rate Initial Production (LRIP) of each cable, to be examined and tested at Tobyhanna Army Depot (TYAD) prior to proceeding with the full production run. TYAD will inspect the materials for conformance to the Department of the Navy / United States Marine Corps drawings and the Navy MTVR Cable Notes (Atch 2). This five (5) piece LRIP of each cable shall be delivered within 30 days after award. Subsequent deliveries of stated quantities are required 30 days thereafter per the delivery schedule (Atch 3). Additionally the contractor shall provide a Quality Management System Plan by submitting a Manufacturer's Certification that all cables will be assembled in accordance with IPC/WHMA-A-620. The contractor shall maintain the Quality Management System Plan over the life of the contract. A Certificate of Conformance is also required. All cable connectors and backshells shall have a Black Zinc Nickel finish except where specifically noted in the Navy MTVR Cable Notes (Atch 2). Substitution of Cadmium Olive Green finished parts is not approved, even where specified in the cable drawings (once released), unless shown as acceptable in the Navy MTVR Cable Notes (Atch 2). There will be no Government Furnished Property/Equipment provided for this requirement. All finished assemblies shall be packaged separately. Each package shall be marked in accordance with MIL-STD-130 with the information specified on individual drawings for each cable assembly. All assemblies shall be suitably protected from handling and shipping damage using best commercial packages. All Navy MTVR Cable Assemblies shall be comprised of new and un-used material, free of material or workmanship defect upon acceptance. The contractor shall provide a manufacturer's warranty for a period of one year from date of final acceptance. Delivery shall be FOB Destination to Tobyhanna Army Depot, Tobyhanna, PA 18466. This notice of intent is not a request for competitive proposals. If you feel that your firm possesses the ability to provide this requirement, respond within fifteen (15) days of this notice.
