Description
The work includes construction (design-bid-build) of a new two story Regimental Consolidated Communications/Electrical facility and a six story multi-level parking facility. The Communications/Electrical facility will consolidates Marine Regiment and Battalion communications, electrical, and mechanical shops. The two story facility consists of concrete floor and roof structure and single-ply roofing. This facility shall provide for issue of communications gear, support and repair of communications equipment, storage of critical items, maintenance of vehicle communications equipment, and administrative functions. Spaces include, but are not limited to, shops, equipment laydown areas, vehicle maintenance bays, storage, offices, secured room, telecommunications infrastructure including telecommunications maintenance vaults with lockable covers, conference rooms, multi-purpose rooms, locker and shower rooms, break room, restrooms, two two-stop passenger/freight combination elevators, and other supporting spaces. A six story concrete framed parking structure with pile foundations and two passenger elevators shall be constructed for approximately 430 POV parking stalls. Parking facility will accommodate spaces that are being displaced by the Communications/Electrical Facility. Work will be performed at Kaneohe Marine Corps Base, Hawaii. Further, this project will procure furniture, fixtures, and equipment. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS OF $36.5 MILLION OVER THE PAST THREE YEARS. The estimated dollar value of the required services range between $50,000,000 and $100,000,000. The contract completion period is anticipated to be 900 calendar days. This is a source selection procurement requiring both technical and price proposals. Large business concerns will be required to submit a subcontracting plan as a part of the proposal. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical evaluation factors are anticipated to be as follows: (1) Experience; (2) Past Performance; and (3) Safety. The Request for Proposal (RFP) will be available on or about 7 April 2017. Hard copies containing the RFP will not be issued. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274217R1307 after the RFP is issued. Printed copies of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Amendments will normally be posted to the website https://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to https://www.fbo.gov/fedteds/TDPN6274217R1307. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holders list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation. Offerors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov. A one-time pre-proposal site visit is scheduled for 2 May 2017, 9:30 a.m. HST. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions.
