- SPECS This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure Test Program Sets (TPS) and Application Assistance Services, Integrated Test Adaptors (ITA), Product and Software Support Agreements (PSSA), TPS Convertor Software Support, Calibration Hardware Kits, Spectrum 9100 Automated Test System (ATS), Test Program Set Convertor Studio, AI-760-20 (Analog Instrument), and Training for the Teradyne Spectrum 9100 (S9100) Test System. The hardware is currently manufactured tested and provided to the Navy under contract N00178-14-D-1001 by Teradyne, Inc., 700 Riverpark Drive, North Reading, MA 01864. The requirement is anticipated to be procured on a sole source, follow-on, firm-fixed-price (FFP) basis. The Contractor shall supply hardware for the systems defined in the specifications. A copy of the specifications is attached for your review. This requirement will be solicited in accordance with the authority of 10 U.S.C. 2304 (c)(1) and FAR part 6.302-1(a)(2)(iii), "Only One Responsible Source". Teradyne, Inc. is the only source capable of delivering the technology required due to proprietary implementation and processes. The period of performance is anticipated to be a five year IDIQ Contract. Responsible sources may identify their interest and capability which shall be considered by the agency. This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. The submission of information in response to this notice is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services, and therefore no entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this notice. This notice is a synopsis and does not constitute a Request for Proposal (RFP) or the authority to enter into negotiations to award a contract. Firms interested in subcontracting opportunities should contact Teradyne, Inc. directly. It is anticipated that the solicitation will be issued on or around January 2018 and will be open for 30 business days. Contract award is anticipated on approximately1 June 2018. Clarification questions in response to the Sources Sought shall be e-mailed to Teresa Spiker at teresa.spiker@navy.mil and must be received via e-mail by 4:00 p.m. on Monday, April 3, 2017. Capability Statements must be submitted via e-mail to teresa.spiker@navy.mil by 2:00 pm on Monday, April 17, 2017. The subject line should read Sources Sought for Teradyne Spectrum Test System. This is not a request for competitive proposals. NO SOLICITATION EXISTS AT THIS TIME.
