- 17Q0007_sol N0016417Q0007 -SOLE SOURCED - SERVICES TO OBTAIN GRADE "A" LARGE DISPLACEMENT SHOCK SIMULATOR (LDSS) TESTING AND RELATED SUPPORT FOR THE AN/SPS-73 RADAR SYSTEM AS-4473B AND AB-1399A PEDESTAL FSC - R425 - NAICS 541380 Issue Date: 23 MAR 2017 Closing Date: 28MAR 2017 Time 3:00 P.M. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source and source's authorized distributors, HI TEST Laboratories, 1104 Arvon Rd PO Box 87 Arvonia, VA 23004 under the authority of FAR 6.302-1(a) (2).The OEM owns all proprietary data for this equipment. This is being sole sourced because the items are replacement parts for current fielded systems. All other offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely for the purpose of determining whether to conduct a competitive procurement. Naval Surface Warfare Center (NSWC) Crane Division intends to solicit, negotiate, and enter into a Firm Fixed Price Commercial Supply Contract IAW FAR 13, Simplified Acquisition Procedures for the following procurement: CLIN0001 Test Procedure and Design Package QTY 1 CLIN0002 Completion of Fabrication and of Test Fixture QTY 1 CLIN003 Set Up and Installation QTY 1 CLIN0004 Completion of LDSS Test Blow QTY 1 CLIN0005 Preliminary Shock Test Report QTY 1 STATEMENT OF WORK FOR LARGE DISPLACEMENT SHOCK SIMULATOR TESTING OF AS-4473B/SPS-73 ANTENNA AND AB-1399A/SPS-73 PEDESTAL 1.0 SCOPE This Statement of Work (SOW) defines requirements for the Large Displacement Shock Simulator (LDSS) Test of the AN/SPS-73 Radar System AS-4473B/SPS-73 Antenna and AB-1399A/SPS-73 Pedestal. The test results will be used to qualify the equipment to MIL-S-901D Grade "A" shock for installation on United States Navy (USN) Ship CVN-78. The LDSS testing does not involve explosive testing. Naval Surface Warfare Center (NSWC) Philadelphia and NSWC Carderock reviewed previous testing completed on the AN/SPS-73 Radar equipment to determine if previous testing was sufficient to qualify equipment to a new class of USN ship. Utilizing the previous tests results and the associated data collected, the typical LDSS test sequence has been shorten to only include one shock blow on the antenna and pedestal. Test blow will be in the athwart ship direction at 9.2 ft/sec at 35 Hz. 2.0 APPLICABLE DOCUMENTS MIL-S-901D DID-ENVR-80708 NSWCCD/UERD SPS-73 Recommendation for CVN 78 SPS-73 Shock Assessment for CVN 78 email, Bruce Castelli, 06 OCT 2016 3.0 REQUIREMENTS 3.1 The contractor shall test in accordance with shock recommendations provided by NSWC Philadelphia in the NSWCCD/UERD SPS-73 Recommendation for CVN 78. The test shall include all materials, and personnel to support conduction of LDSS testing in accordance with MIL-S-901D and NSWC Philadelphia recommendation. The contractor shall ensure that all instrumentation is maintained in calibration to ANSI/NCSL Z540-1. 3.1.1 The contractor shall prepare one LDSS test platform with the equipment installed for a shock input of 9.2 ft./second athwart ship peak velocity at 35 Hz (± 4 Hz) dominant frequency. 3.1.2 The contractor shall provide material handling equipment for receipt, on-site handling and installation of equipment on the LDSS test platform. 3.1.3 The contractor shall provide all the required mounting hardware as specified. 3.1.4 The contractor shall prepare the LDSS test fixture for standard test operations including all options and auxiliary services, as required. 3.1.5 The contractor shall provide input to test procedures specifically LDSS test platform and antenna group arrangement drawings. 3.1.6 The contractor shall provide verification of test input by use of four accelerometer channel's of instrumentation on the LDSS test fixture to verify test geometries and monitor inputs. Inputs are to be reviewed after each shot to verify LDSS responses are within tolerances allowed. 3.1.7 The contractor shall provide photographic documentation of equipment installation, checkout, damages, modifications or repairs, etc., as required. 3.1.8 The contractor shall provide machining, minor repairs, welding services, etc., of damaged equipment if necessary. Any such repairs or modifications shall be estimated and invoiced in accordance with the contractor's standard terms and conditions and accomplished outside the scope of this contract. 3.1.9 The contractor shall provide a shock test report, written in accordance with MIL-S-901D and DID-ENVR-800708 and provide Test report on a CD-ROM in Acrobat. (A001) 3.2 AN/SPS-73 Radar System AS-4473B/SPS-73 Antenna and AB-1399A/SPS-73 Pedestal - There will be one test item. Reference Shock test recommendations in NSWCCD/UERD SPS-73 Recommendation for CVN 78. 3.2.1 The contractor shall receive and un-package AN/SPS-73 Radar System AS-4473B/SPS-73 Antenna and AB-1399A/SPS-73 Pedestal. 3.2.2 For the test the contractor shall mount the antenna group on the LDSS test fixture. The AN/SPS-73 Radar System AS-4473B/SPS-73 Antenna and AB-1399A/SPS-73 Pedestal shall be rotating during the shot. 3.2.3 The contractor will provide standard commercial 115 VAC 60 Hz single phase electrical services. 3.2.4 The contractor shall provide, install and record four channels of accelerometer instrumentation for LDSS testing to record response of the AN/SPS-73 Radar System AS-4473B/SPS-73 Antenna and AB-1399A/SPS-73 Pedestal. 3.2.5 The contractor shall remove the AN/SPS-73 Radar System AS-4473B/SPS-73 Antenna and AB-1399A/SPS-73 Pedestal from the LDSS test fixture at the completion of the testing. 3.2.6 The contractor shall package the AN/SPS-73 Radar System AS-4473B/SPS-73 Antenna and AB-1399A/SPS-73 Pedestal for return shipment to the government. The government will be responsible for arranging the return shipment. 3.3 The contractor shall provide working space in proximity of the test facility for the Government. 3.4 The contractor shall prepare and submit a formal Large Displacement Shock Simulator test report for the AN/SPS-73 Radar System AS-4473B/SPS-73 Antenna and AB-1399A/SPS-73 Pedestal. The report shall include tabulated instrumentation data for all blows, time-line plots of qualification test blows, and digital photographs. The report will be provided on CD-ROM in Acrobat Reader format. 4.0 GOVERNMENT FURNISHED PROPERTY/MATERIAL.
