- Page 1 of 3 THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. Market Research is being conducted to determine small business, small disadvantaged business, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Woman Owned Small Business and HUB Zone interest. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small businesses. The Department of Veterans Affairs Medical Center Durham, NC is trying to determine whether to set-aside for a SDVOSB, VOSB, or Small business contractor that can provide ECG Looping monitors continuously records the heart rhythm and automatically saves the pre-event portion of the Electrocardiography (ECG) while continuing to record its post-event portion. Its unique algorithms detect and automatically record asyptomatic events. Vendor shall provide equipment and service to 15 monitors with memory loop and mobile outpatient (continuous) telemetry monitoring through an external vendor. The actual request is for the monitoring service which includes supplying the monitor, monitoring the data as it is received, and generating a report when the test is completed. Salient Characteristics Loop Auto-Trigger Monitor features shall include: Simple one-button recording for symptomatic events Programmable triggers 10 minutes of programmable pre and post event memory Date and time stamped Auto-trigger and manual send Auto-trigger of AF, bradycardia and tachycardia Event monitoring for up to 30 days Symptomatic/asymptomatic AF Tachycardia Bradycardia Patient-activated symptomatic events List of Programming Functions Number of seconds of pr-event memory captured Number of seconds of post-event memory to be captured Maximum number of events that can be stored Speaker emits an audible tone/heartbeat during recording Heart rate is displayed in the status window Controls atrial fibrillation trigger Controls automatic rate trigger Set minimum heart rate for tachycardia Set maximum heart rate for bradycardia Auto trigger recorded event alert Number of events that may be recorded by the automatic rate trigger Specification requirements: Vendor shall be a Certified Diagnostic Testing Facility. (CMS requirement) Joint commission accreditation preferred. Vendor shall provide 24 hour a day service to receive patient transmitted data, perform a preliminary interpretation, and notify the physician of potentially life threatening arrhythmias. (CMS requirement and current standard of care). Vendor must provide 24 hour customer support. Vendor must demonstrate an internal Quality Assurance program. Vendor will participate in a collaborative Quality Assurance program. Vendor will supply the monitors to the facility which will be tested by the vendor prior to each patient application. Loop monitors will have configurable memory that can be reprogrammed to meet patient specific needs. Monitors will transmit data by cellular technology as well as by land line. Data will be available to the facility VIA an internet application that complies with VA information security policies (see form 6500) Specifications data sheet for system being offer is required. Training: Vendor shall provide end user staff training on proper use of the equipment. User and Service Manuals: Vendor will provide 2 complete printed sets as well as electronic version of operator manuals. The Department of Veterans Affairs intends to issue a solicitation in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and (FAR) Part 13, Simplified Acquisition Procedures. The expected performance period will be April 01, 2017 through March 31, 2018; with four option years (if exercised). The NACIS code is 621511. The size standard is $15 Million. Note this information is strictly for market research purposes and does NOT constitute a complete and final proposal. A solicitation will be posted on March 23, 2017, and all information provided must be in response to the solicitation. Your response is required by 1:00 p.m. on March 27, 2017.
