Description
This is not a Request for Project Proposals and/or Task Request, but for planning purposes only. A project award will not be awarded from this announcement. The Program Executive Office Combat Support and Combat Service Support (PEO CS&CSS) intends to issue a Request for Information (RFI) in support of Ground Vehicle Initiative related research areas. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (NAMC), and industry in general, advanced notification of Government intent. The RFI will be issued to members of the National Advanced Mobility Consortium (NAMC) for the Squad Multipurpose Equipment Transport (SMET) program of record. The SMET requirements include: carry 1000 pounds, operate over 60 miles in 72 hours, and generate 3 kilowatts of power stationary and 1 kilowatt while moving. The RFI intends to identify the availability of potential platforms, through submissions of whitepapers describing the respondent's platform capabilities. NAMC members will also be asked to support an assessment of capabilities in fiscal year (FY) 2017 based upon current program requirements. After conclusion of the RFI process, the Government may desire delivery of a small quantity of prototypes (15-20 systems and support) for a one year Excursion in FY 2018 utilizing the Request for Prototype Proposal (RPP) process under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA). Based on the outcome of the User Assessment, the Government may proceed with Developmental/Operational Testing and Production (through a contractual vehicle to be determined at a later date). If the decision is made to continue with the SMET program of record after completion of the RFI activities, a separate notice will be posted to FedBizOpps. The RFI is being conducted through the Section 815 Other Transaction Agreement that the Government has with NAMC to accelerate the advancement of prototype robotics and ground vehicle technology, including requests such as this. The purpose of the RFI is to provide industry with greater visibility and granularity into DoD's operational needs early in the requirements process and for the Government to gain a better understanding of the state of technology for the SMET program of record as well as identify methods to achieve thresholds in the Capability Production Document (CPD). The Request for Information (RFI) will be issued to the NAMC's Administrative Agent, the National Center for Manufacturing Sciences (NCMS), who will then issue the request to the Consortium.
