- SOW NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The Contracts Department, Code 022, NSWC PHD, intends to solicit and negotiate a Firm-Fixed-Price Contract with Power Paragon, Inc. Cage Code (04801), for DDG 54 ORDALT Install & Combat System Support Equipment (CSSE) 400Hz Engineering/Technical Support Services. See attached Statement of Work (SOW). The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1(a)(2)(ii) and (iii) The substantial duplication of costs for the Government to procure this requirement from another source other than the original equipment manufacturer for Engineering efforts, Depot, Production, and Final Testing would not be recovered through competition. The North American Industry Classification System Code (NAICS) is 335311 with a size standard of 750 employees. The Product Service Code (PSC) is 6120. No solicitation package will be publicized. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal to michael.kahyai@navy.mil by 4:00 PM 24 April 2017 Pacific Standard Time with the below information; Subject line on the email shall state "Sources Sought N6339417R0041 " A determination by the Government is NOT to compete this procurement based upon the responses to this notice is solely within the discretion of the Government. Award will be made upon determination of the price fair and reasonable and is subject to FAR Part 15. Anticipated award date is on or about 15 May 2017.
