Description
Special Notice Request for Information Only. The Department of Veterans Affairs, VISN 08 office is looking for certified, Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB), Small business, and/or Large business sources for the following: Long Term Acute Care (LTAC) Services: Acute care for patients with complex needs and possible comorbid conditions requiring mechanical ventilation bed support, including Intravenous (IV) Infusion, Antibiotic Therapy, and Total Parenteral Nutrition (TPN) support in an acute hospital setting as necessary. Services shall be provided by an interdisciplinary team of clinicians necessary for involvement in the patient s care and recovery. The contracted facility should provide effective ventilation bed and tracheostomy weaning services for patients recently transferred from a VA facility directly to the LTAC (Long Term Acute Care) hospital with the intent to achieve liberation from mechanical ventilator through ventilator weaning. This is for market research purposes only and is not a request for competitive proposals; however, any firm that believes it can meet these requirements, please provide written notification to the Contracting Officer within fourteen (14) days from the date of the publication of this notice. SDVOSB or VOSB must be certified and verified in the U.S. Department of Veteran Affairs, Office of Small & Disadvantaged Business Utilization, Vendor Information Pages web site located at https://www.vip.vetbiz.gov/. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only responses from authorized representatives of the firm will be considered. Adequate knowledge, skills, and abilities providing staff, space, and equipment to support long term acute care services will be considered. Responses are due by 4/6/2017 2:30 PM, Eastern Standard Time (EST). The North America Industry Classification System (NAICS) Code is 622310. Business Size Standard is 38.5 million dollars. The Contractor will be responsible to provide long-term acute care services to include all hospital, pulmonary, and medical services necessary, which the Contractor has the capacity to provide, to patients authorized by the Government. Scope: The effort shall be performed within the VA catchment area of the following eight (8) VA Medical Center locations: Gainesville, FL Lake City, FL Orlando, FL Tampa, FL Bay Pines, FL West Palm Beach, FL Miami, FL San Juan, PR Performance Monitoring: The contractor's timely performance of requested services will be monitored by the Contracting Officer Representative (COR) and or his or her designees. Services and documentation of care provided under the resultant contract shall be subject to quality management and safety standards as established by VA, consistent with the standards published by TJC or equivalent. The contractor shall develop and maintain Quality Improvement/ Quality Assurance Programs and provision of care equal to or exceeding VA Standards. The results of all Quality Improvement activities performed by the contractor involving VA patients will be shared with VA Quality Management Office. Responsibilities of the contractor: It is the contractor s responsibility to provide all staff, space, and equipment to support LTAC services. Conflicts of Interest: Contractor has reviewed applicable Federal, State or local conflict of interest laws to assure that conflict of interest situations do not inadvertently arise during this contract. Confidentiality: Contractor agrees to abide by all applicable federal laws and regulations pertaining to the privacy of patients and or VA employees, including all Health Insurance Portability and Accountability Act (HIPAA) of 1996/Information Security regulations as they are implemented within the VA, during the period of this contract. The contractor also agrees to abide by the confidentiality requirements of the protocols.
