Request for Information for GLOCK Firearms, Holsters and Associated Spare Parts Response Date: 5:00pm EST, Monday, April 10th, 2017 Contact: Robert C. Phelan Contract Specialist robert.c.phelan4.civ@mail.mil Phone: 973-724-4894 The Army Contracting Command - New Jersey (ACC-NJ) on behalf of the Armament Research, Development and Engineering Center (ARDEC) and the United States Special Operations Command (USSOC) and several other program offices is seeking potential sources to supply various GLOCK firearms, holsters and associated spare parts. Systems of interest include GLOCK 17, GLOCK 18, GLOCK 19, and GLOCK 19 'Made in USA' for Foreign Military Sales (FMS), GLOCK 22, GLOCK 26, and GLOCK 30S. Spare parts include replacement factory GLOCK magazines and Concurrent Spare Parts (CSP) kits for above listed models. Holsters for systems of interest include holsters suitable for duty use as well as for concealed carry use. The following specifications for each GLOCK System are detailed below: Description of GLOCK 17 SYSTEM (with or without Night Sights) For the purposes of this acquisition, the GLOCK 17 with or without Night Sights is defined as follows: One (1) GLOCK 17 pistol model G17 Six (6) magazines* (total per pistol) with 17 round capacity each (factory GLOCK only) *NOTE: this may require additional magazines be added for 6 total per pistol Self-luminous front and rear night sights (standard height) when ordered with Night Sights The GLOCK 17 is a lightweight magazine fed pistol without a compensated or ported barrel. The GLOCK 17 is equipped with the quote mark Safe Action quote mark System, a fully automatic safety system consisting of three passive, independently operating, mechanical safeties, which sequentially disengage when the trigger is pulled and automatically reengage when the trigger is released. NOTE: This is *not* the Gen4 version. Characteristics: Magazine capacity - 17 Rounds standard. Rifling- Hexagonal profile with right-hand twist of one turn in 9.84 in. (250 mm) Uncompensated (no porting in barrel) Finger groove and rail frame Self-luminous night sights (when ordered) Nominal 5.5lb trigger pull (standard) Technical Data Caliber: 9x19mm Barrel length: approx. 114mm (4.48 inches) Description of GLOCK 18 SYSTEM For the purposes of this acquisition, the GLOCK 18 is defined as follows: One (1) GLOCK 18 (factory made, no aftermarket conversions accepted) Six (6) magazines* (total per pistol) with 17 round capacity each (factory GLOCK only) *NOTE: the GLOCK 18 is normally issued with 3 magazines; this requires 3 additional for 6 total One (1) operator's manual The GLOCK 18 is a lightweight magazine fed selective fire pistol without a compensated or ported barrel. The GLOCK 18 is equipped with the quote mark Safe Action quote mark System, a fully automatic safety system consisting of three passive, independently operating, mechanical safeties, which sequentially disengage when the trigger is pulled and automatically reengage when the trigger is released. The GLOCK 18 has a slide mounted selector lever on the rear left side of the slide. The selector lever allows the operator to fire in either semiautomatic or fully automatic modes. Characteristics: Magazine capacity - 17 or 33 Rds. Rifling- Hexagonal profile with right-hand twist of one turn in 9.84 in. (400 mm) Uncompensated (no porting in barrel) Finger groove frame Self-luminous night sights (when ordered) Nominal 5.5lb trigger pull (standard) Technical Data Caliber:.45 AUTO Barrel length: approx. 96mm (3.77 inches) In responding to this Market Survey respondents should provide the following information: A detailed description of your capability to deliver firearms, holsters, magazines, and spare parts including CSP kits for all above listed GLOCK Systems. Details should include technical descriptions of the firearms, available holsters (duty and/or concealed carry), and magazines as well as lists of spare parts included in CSP kits. Any pricing data should be sent, if available, and at NO COST to the US Government. A detailed description of your ability to comply with Item Unique Identification (IUID) machine-readable information (MRI) requirements as described in MIL-STD-130, Identification Marking of U.S. Military Property and Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.211-7003. Provide any available data related to testing performed to ensure compliance with MIL-STD-130 specifically as it relates to permanency and legibility. Direct identification marking of the serialized receiver (e.g. by laser) capable of withstanding the intended life cycle should be addressed. If another method is described, that description should include an explanation of the method's relative merits and why it is the equivalent or superior. Describe your maximum deliverable quantity of all the above GLOCK Systems within 60 days and within each of the following quantity ranges: 1 - 1,000 1,001 - 5,000 5,001 - 10,000 Interested companies capable of meeting the requirements described above are invited to indicate their interest by providing the Government a brief summary of its company's capabilities, including a description of its ability to meet the above-mentioned IUID MRI requirement and delivery requirements. All interested sources shall also provide the organization name, address, point of contact, phone number, e-mail address, taxpayer identification number, DUNS number, CAGE Code, and company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All responding sources must email their response submissions no later than Monday, April 10, 2017 @ 5pm EST to Robert C. Phelan, robert.c.phelan4.civ@mail.mil. This Market Survey is a Request for Information (RFI) ONLY and should NOT be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. Responders are advised that the U.S. Government will not pay for any information, sample hardware or administrative costs incurred in the response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP or other solicitation (if any are issued). The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government is not obligated to notify respondents of the results of this survey. No phone calls will be accepted, all requests need to be submitted via email.
