- ******THIS EFFORT IS A 100% SMALL BUSINESS SET-ASIDE************ ALL PROSPECTIVE VENDOR FACILITIES SHALL MEET NARA GUIDLINES ON BECOMING NARA ACCREDITED PER NARA 36 CFR 1234 SUBPART B PRIOR TO CONTRACT AWARD Contractor shall provide the following services, as required, to accomplish certain tasks required by CGFS Charleston offices and bureaus. The Comptroller Global Financial Services - Charleston (CGFS-C), localed at 1969 Dyess Avenue, Charleston, SC has a requiremem for storage space and/or destruction services for any combination of the following, magnetic tapes, films, microfilms, microfiche, pa¬ per records, documents or other related material. Secure storage, access and destruction of the above records are necessary for future reference and use. CGFS Charleston has a requirement for records storage facilities. The facility must meet the storage standards set in the NARA 36 CFR 1234 (formerly numbered 36 CFR 1228, subpart K). When responding to this requirement, the vendor shall provide a statement from their records officer certifying the facility meets all of the requirements of 36 CFR 1234. As part of the cenification, the agency must also submit information about the fire-safety detection and suppression system. The contract will not be awarded until all docu¬mentation is submitted to the Contracting Officer. As a financial organization, we are required to have audits and inspections from various external organizations throughout the year. The auditors/inspectors request the information using email or in person if they are onsite. If the information requested is stored at the offsite storage facility, it has to be provided to the auditors in a timely manner. As a result, we request emergency or same day delivery. If the vendor is unable to fulfil the request due to short notice, we send people to the storage facility to search for the requested records/information. The customer's ability to access the records in person is vital because we go to the facility 2 to 3 times a quarter, depending on the audit/inspection schedule. Therefore, the facility will have a distance that can reasonably accommodate the customer's requirements. Historical data from the past l0 years shows the storage levels fluctuate from 13,000 to 19,000 cubic feet. CGFS Charleston currently has 13,000 cubic feet of records in storage. The majority of the boxes are 1.3 cubic feet. In the past five years the storage space has grown at a rate of about 1,500 cubic feet per year. We anticipate a similar rate of growth over the next 5 years. All records are stored in a least 1.3 cubic foot boxes or larger and meet all government storage standards. All boxes must be stored in racks or tiers and off the floor. The boxes must be managed by a computerized inventory system that guarantees quick and accurate access. The contractor shall maintain an up-to-date inventory of all records stored at the facility. The contractor must offer a pick-up/delivery service available to CGFS Charleston during normal business hours with rates and pro¬cedures for emergency pick-up and delivery as well; • Normal business hours are Monday to Friday, 8:00 AM - 5:00 PM. • The first pick-up/deliveries will start after 9:00AM • The last pick-up/delivery will start no later than 4:00PM Contractor shall be liable for loss or damage to records stored, serviced, shredded or maintained at the storage facility. The contractor shall maintain an up-to-date inventory of lhe records stored at the facil ity. CGFS-C shall have access to an electronic or hard copy of the inventory upon request. Monthly report for boxes scheduled for destruction in next 30-60 days. Post destruction report to include certificate of destruction and list of bar codes for each box.
