- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). This requirement is for Military Tactics course of instruction specializing in weapons proficiency, perimeter defense, entry control point (ECP), land navigation, patrolling, and reactionary force (REACT) combat skills in support of PHIBCB TWO Training Department. The contract shall cover one course of instruction for 18 students each from 19 June 2017 to 30 June 2017. The NAVSUP Fleet Logistics Center Norfolk VA intends to purchase the following service on a sole source basis from Academi Training Center LLC, 850 Puddin Ridge, Moyock, NC, 27958. The vendor shall provide training ranges, instructors, and medical support to provide training to 18 DU RC personnel. The contractor shall be required to work closely with designated PHIBCB TWO Training Department members in the scheduling of training ranges and instruction defined herein. The RFQ number is N00189-17-Q-0028. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-95 and DFARS Publication Notice 20161222. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 611699 and the Small Business Standard is $11 million. This procurement will be done on an Unrestricted basis. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Naval Expeditionary Combat Command requests responses from qualified sources capable of providing: CLIN0001: Provide Basic and Advanced Small Arms Instruction classroom-practical exercise “ 5 days each CLIN0002: Provide Perimeter Defense Supporting Entry Control Point (ECP) Operations Instruction classroom-practical exercise “ 2 days each CLIN0003: Provide Land Navigation, Patrol, and Basic Communication Instruction classroom-practical exercise “ 2 days each CLIN0004: Provide REACT Urban Movement and Space Clearance classroom-practical exercise - 2 day CLIN0005: Final Training Exercise (FTX) “ 1 day each. The submitter is required to complete the attached pricing spreadsheet. Additional rows can be added for greater itemized pricing data, such as classroom and range pricing. In order to support a Fair and Reasonable pricing determination, please provide the following: 1. Commercial Catalog or Published Price List (if available); 2. Copies of past invoices for same type of services; and 3. Identify any past government contracts (by contract number) within the past two years that your company was the prime contractor for this same type of service, if available Period of performance is 19 June 2017 - 30 June 2017; Delivery Location is: training shall be provided at the selected contractors provided location that must be within 50 miles geographic proximity of 1815 Seabee Drive, Virginia Beach, VA 23459.
