Description
This announcement constitutes a Sources Sought Synopsis (SSS) for the purpose of conducting market research only. No solicitation exists. This is not a request for a quote, request for proposal, or an invitation to bid, nor is this to be construed as a commitment by the US Government to issue a solicitation or ultimately award a contract. Information received as a result of this notice will be considered solely for the purpose of determining the appropriate acquisition decision for possible future procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. This notice does not constitute a solicitation for offers. The Government will not reimburse or pay for any information submitted in response to this SSS or any follow-up information requests. The Government is issuing this SSS as a part of a market research survey in accordance with FAR 10.001(a)(3) to determine the availability and technical capability of industry to provide is the agency's requirement. The system shall be compliant with MIL-STD 6016E message traffic, specifically J2.X Precise Position Location Information (PPLI), J3.X Surveillance tracks, J12.X Command and Control messages, J28.2 Free Text Messages, and other pertinent air-to-air and air-to-ground Link 16 messages, which are ultimately capable of exchanging properly formatted Link 16 messages with USAF/USN/USMC/USA/SOCOM Link 16 and SADL equipped aircraft. This ensures that the system will interface seamlessly with current and future aircraft software enhancing our tactical capability. The system shall capable to operate as Network Time Reference (NTR), specifically using GPS as an external reference. This ensures the system is simple for airborne players to enter the network and exchange message traffic. The system shall have a user-friendly interface which can be operated with minimal training. This interface shall have a tactical display, keyboard and mouse, operate similar to Windows programs and be usable from a standard work desk for prolonged periods. This system will primarily be operated by pilots, Air Battle Managers, Interface Control Technicians, and range personnel. This system must have a future capability to introduce a DIS interface. When it will ultimately be able to input Distributed Training Operations Center (DTOC) generated data and be capable of communicating of Live, Virtual, Constructive (LVC) protocols, incorporating, combining, and exchanging data between live and simulated assets. It shall be capable of generating tactical scenarios which mimic Red Flag level exercises. Must be able to generate over 100 simulated tracks, target correlation, command and control, and enhanced tactical data simultaneously. Tactical scenarios shall be realistic and have highly automated features and also allow for man in the loop reactive capabilities. Simulated scenario tracks shall be able to perform orbits, racetracks, and fly waypoints. This capability simplifies operation and standardizes tactical presentations. Be capable of re-building, editing, playing, saving, and re-using scenarios. This allows for tailorable scenarios as well as repeat attempts on previously executed missions. It shall be capable of recording simulated and live flight events for review and debrief purposes, to include review of Link 16 data in text format. This will serve as a backup to normal P5/PCDS debriefing, and identify interoperability issues. It shall allow for future interaction with Network Enable Weapons (NEW). Future aircraft and architecture upgrades will depend upon these capabilities which must be trained to. The system must incorporate message routing and filter capabilities, limiting or restricting specific J-series messages or constraining geographic areas for retransmission or broadcast. This will prevent overwhelming aircraft and pilots with unnecessary amounts of Link 16 data cluttering tactical displays and overloading system buffers. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.
