- Region 10 Acquisition Management office located at 161 E First Avenue, Door 8, Anchorage Alaska, 99501 is posting this pre-solicitation notice for the Hoonah Aquatic Organism Passage Improvements 2017 on the Tongass National Forest, Chichagof Island near the community of Hoonah, AK. The proposed solicitation number for this requirement is AG-0120-S-17-0010. The project consists of base and four (4) option items. The period of performance, for the base and all options, is estimated to be 140 days after issuance of notice to proceed. There is an in-stream work window from 15 June to 1 September. Work is anticipated to start in spring/summer 2017. The project includes, but is not limited to, all required labor, equipment, materials, transportation, supervision and incidentals necessary to complete the following tasks: dewatering, excavation, rock excavation, installation of structures, borrow material from nearby quarry for material, haul, reconstructing streambed and banks with instream rock structures, backfill, aggregate surfacing, and soil erosion control. Base Bid National Forest System Road (NFSR) 8508 at Mile Post (MP) 6.636 Remove and dispose of existing 72" diameter CMP. Rock excavation - blasting may be required. Furnish and install a 128"x 83"x44' corrugated metal pipe arch (CMPA) with stream simulation rock, streambanks, and stream features placed inside and adjacent to the structure. Reconstruct streambed and banks up- and downstream. Construct armor slope protection. Reestablish road prism. Option 1 NFSR 8508 MP 1.163 Remove and dispose of existing 48" diameter CMP. Furnish and install a 128"x 83"x44' CMPA with stream simulation rock, streambanks, and stream features placed inside and adjacent to the structure. Reconstruct streambed and banks up and downstream. Construct armor slope protection. Reestablish road prism. Option 2 NFSR 8576 MP 0.955 Remove and dispose of existing 36" diameter CMP. Furnish and install a 60"x 32' CMP with stream simulation rock, streambanks, and stream features placed inside and adjacent to the structure. Reconstruct streambed and banks up and downstream. Construct rockery headwall and riprap slope protection. Reestablish road prism. Options 3 & 4 Rock excavation Excavate 10 CY for each option if rock is encountered during construction at FDR 8508 MP 1.163 and/or NFSR 8576 MP 0.955. The project is located on Chichagof Island near the community of Hoonah, Alaska. Hoonah is a remote southeast Alaskan community only accessed by ferry or charter plane. Hoonah is a full service community with daily commercial air service and air taxi services and regularly scheduled ferry and commercial barge services. The magnitude of construction is estimated to be between $100,000 and $250,000-base and all options. This requirement will be set aside 100% for certified HUBZone small businesses. The solicitation and resulting contract will include the clause 52.219-3 Notice of HUBZone Set-Aside or Sole Source Award. This clause requires (in part) that "... (3) General construction. (i) At least 15 percent of the cost of contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees; (ii) At least 50 percent of the cost of the contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees or on a combination of the HUBZone prime contractor's employees and employees of HUBZone small business concern subcontractors; and (iii) No more than 50 percent of the cost of contract performance to be incurred for personnel will be subcontracted to concerns that are not HUBZone small business concerns; The NAICS code for this requirement is 237990-Other Heavy and Civil Engineering Construction. The size standard to be considered a small business is $36.5 million dollars. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm. The Forest Service anticipates release of a request for proposal solicitation package in approximately 15 days after the posting of this pre-solicitation notice. Proposals will be due 30 days after release of the solicitation.
