Description
The Department of Defense Education Activity (DoDEA) intends to award a sole source firm-fixed price requirements contract directly to Rethink Autism of New York, NY in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source acquisition will be awarded using the procedures in FAR subpart 13.5 in accordance with 41 U.S.C. 1901. The period of performance is one 12-month base period followed by four 12-month option periods. DoDEA requires comprehensive web-based resources and support that place evidence-based educational solutions for approximately 500 DoDEA special educators working with K-12 students who have moderate-to-severe disabilities. The required program must possess the following components: 1) K-5 curriculum with documented effectiveness that uses research-based teaching methods and the basic principles of applied behavior analysis (ABA). 2) Grade 6-12 transition curriculum for students working on non-academic goals. 3) Assistance for educators developing individual education plan (IEP) goals and objectives aligned to the Common Core State Standards (CCSS). 4) Behavior support that enables educators to develop data-driven individualized behavior intervention plans (BIP). 5) Assessment data to enable educators to develop a data-driven individualized program and printable age- and developmentally-appropriate lesson plans for each student that are concise and specific to each required/applicable skill. 6) Digital data collection that tracks individual student progress and allows access to the data to selected users at the school, district, and/or headquarters levels. 7) Consultation about student behavior/progress via telephone, videoconference, or email. 8) Ongoing technical support. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This is not an RFQ. This is a written notice to inform the public of the Government's intent to award on a sole source basis for the required materials.
