- This SOURCES SOUGHT NOTICE is for market research purposes only to determine the availability of potential businesses with capabilities to provide the service described below. Potential offerors are invited to provide feedback via e-mail to Don Richer at dricher@usbr.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The U.S. Bureau of Reclamation, Pacific Northwest Region, is requesting information in order to determine the existence of potential sources capable of providing technical writing services to update existing Standard Operating Procedures (SOP) related to hydropower operations. Typical SOP topics include governors/exciters, switch yards, dam instrumentation, reservoir operations, power facility operations, alarm systems, and other areas. The Contractor shall have extensive knowledge in developing and revising SOPs in the above areas and at least five (5) years of experience in writing about these topics. The extensive knowledge and experience is critical to this requirement. Successful Contractors should have a strong understanding of engineering concepts, standards, and regulations relating to federal hydroelectric facilities. The ability to interpret drawings and schematics is also required. Experience in the use of the Microsoft Office suite (Word, Excel, PowerPoint, etc.), Visio, Adobe Acrobat, and Adobe Photoshop is also required to perform SOP updates. Potential contractors are requested to provide, at a minimum, the following information: 1) Offeror ¿s name, address, point of contact name, phone number, and e-mail address. 2) Offeror ¿s interest in submitting an offer on the solicitation when it is issued. 3) Company's DUNS number, type of small business and Business Size for NAICS 221111. 4) Brief capability statement with enough information to determine if the company can meet the requirement. The Capabilities Statement for this sources sought is not expected to be a Request for Quote or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statement regarding the company ¿s ability to provide the service above. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The Government must ensure there is adequate competition among the potential pool of available contractors. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. All interested contractors should notify this office via email by Friday, April 7, 2017. No phone calls will be accepted.
