Description
C--ARCHITECTURAL AND ENGINEERING DESIGN SERVICES FOR BUILDING 27W AND BUILDING 31 RENOVATIONS AT THE CASCADES JOB CORPS CENTER LOCATED IN SEDRO-WOOLLEY, WASHINGTON. Solicitation No. 1630DC-17-R-00002 is DUE on Thursday, May 04, 2017, POC: Eileen Garnett, Contract Specialist, (202) 693-3558. The U.S. Department of Labor, ETA, Office of Job Corps, has a requirement for Architectural/Engineering design and construction administration services for the renovation of Building 27W (13,230 GSF) and Building 31 (13,980 GSF) at the Cascades Job Corps College and Career Academy located in Sedro-Woolley, Washington. Building 27W and Building 31 were constructed in 1965 and 1945, both buildings are currently vacant. Building 27W previously housed health occupation classrooms and training spaces. Building 31 previously housed construction trade classrooms and training spaces. The new renovations will convert the two buildings and retrofit them for advance training programs. Building 31 will house the School of IT, and the School of Health will be located in Building 27W. The health care vocations will include a Certified Medical Assistant Program (CMA), Certified Nursing Program (CNP), and an Emergency Medical Technician Program (EMT). The CMA, CNA, and EMT training spaces shall be designed to allow for certification of the training spaces and accreditation of the program. Hazardous materials are known to be present in both Building 27W and Building 31; therefore, the services to be performed will include sampling, testing, reporting the presence of hazardous materials, and the development of construction documents for the remediation work. The administration of construction services during the abatement and remediation work will also be required. This work will also involve the seismic evaluation of Building 27W that will be accomplished in accordance with ASCE-31, Seismic Evaluation of Buildings. This evaluation will be used to define any required seismic upgrades into the design of the work. This design includes minor building exterior improvements and miscellaneous site improvements in the form of general landscaping, roads, parking, drainage, and connection to all utility lines and site/security lighting for the buildings. The work shall comply with identified and targeted standards established by the Leadership in Energy and Environmental Design (LEED) rating system; however, LEED Certification is not required. The buildings shall be commissioned by an experienced Commissioning Agent. The estimated price range for construction is between $5 million to $10 million. The following disciplines are required Architectural, Civil, Structural, Mechanical (Plumbing and HVAC), Electrical, Commissioning Agent, Landscape Architect, Environmental (Asbestos/Lead/PCB), Cost Estimator, Landscape Architect, LEED Consultant or a LEED accredited design team member. Firms must be capable of utilizing Building Information Modeling (BIM) for full integration of all disciplines into a single building model. Firms must be capable of producing the design documents on AutoCAD version 2014 or higher. Specifications shall be provided in Construction Specifications Institute (CSI) six-digit format and must be MS Word compatible. The period of performance is 680 calendar days. Firms that meet the requirements described in this announcement are invited to submit two copies of a completed Standard Form 330 (SF330). Part I of the SF330 - Architect-Engineer Qualifications must include resumes of key personnel expected to have major responsibilities for the project. Section H of the SF-330 shall be tailored to reflect a strong background in the services as identified above. Section H will be used as a major evaluation factor for the qualification as noted under the order of importance listed below. Two current copies of SF-330 Part I, Contract Specific Qualifications, which includes projects that are relevant to the type and nature of work for which the firm was responsible is required for the prime firm, and two copies of SF-330, Part II is required for the prime and each of its individual consulting firms, if applicable. Please note: Standard Form 330 Parts I and II are to be submitted by the prime even if they are currently on file. Facsimile copies will not be accepted. Only those firms that submit the required documents by the deadline of Thursday May 04, 2017, by 2:00pm Eastern Standard Time will be considered for the review of qualifications. Failure to submit Standard Form 330 Part I and Part II will render the submission unacceptable. Pertinent factors for consideration of qualifications, listed in order of importance (1) Past Performance on contracts with Government agencies and private industry that are similar in scope and value to the services required under this project. (2) Specialized Experience of Assigned Project Personnel, which considers previous project experience on similar projects, Sustainable Building design experience, specialty consultants proposed, and Project Tools and Software; (3) Qualifications of Assigned Project Personnel, which considers design capability, project management skills, commissioning,and construction administration capability; (4) Capacity to Perform Work in the Required Time, which considers previous experience working as a team, staff size/capacity, and familiarity with the area in which the project is to be performed; (5) Location, as preference shall be given to the Project Team located in the general geographical area of the project, with knowledge of the locality of the project. Applicants are required three references with telephone numbers and the names of contact persons with your SF330. References will be contacted for the Project Teams considered the most highly qualified. Project Teams still considered the most qualified following the reference checks will be interviewed. Applicants should include the Solicitation No. 1630DC-17-R-00002 in Block No. 3 of the SF 330 Part I - Contract Specific Qualifications. This is a 100% Small Business Set-Aside. The NAICS Code is 541310, and the Small Business Size Standard is $7.5 million. The firm should indicate in Block 5(b) of the SF-330-Part II its status as a small business concern as defined in the Federal acquisition Regulation (FAR). FAR Clause 52.219-14, LIMITATIONS ON SUBCONTRACTING will apply to this solicitation. At least fifty percent (50%) of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
