- 1. Introduction 1.1. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Request for Information (RFI) for informational and planning purposes only. Portsmouth Naval Shipyard's intent of this announcement is to identify interested contractors that could provide shipfitter touch labor services. 2. Contractor Requirements: 2.1. The vendor shall provide qualified personnel capable of performing typical shipfitter tasks. Typical tasks include:  Rip-out, alter, repair, and install ship's structure (frame structure, metal deck plating and grating, hull fittings such as davits and fairleads, chocks, scuttles, sockets and deck rails.  Template, layout and fabricate structures and fittings including bulkheads, equipment foundations, hangers, ladders, stanchions, brows, accommodation ladders, and guards.  Remove and install corrosion-prevention plates (Zinc) (this and other items involve some tank and confined space work).  Perform the following operations: punch, drill, ream, tap, and template cutting.  Fit-up and make ready for welding, including chipping, nibbling, beveling, hand-grinding and cleaning of surfaces to be welded.  Perform excavation of pits or defects in ship's structure, including pressure hull and frames.  Remove and reinstall tank access covers in support of other work. 2.2. Each person must have at least 2 years of shipfitting experience in Naval or commercial ship repair industry, or equivalent experience in a heavy industrial environment. 2.3. Personnel shall have training and experience in:  Blueprint Reading  Layout Procedures  Drilling and Tapping  Removal and Installation of Shipboard Foundations  Resilient mounts and hangers  Set-up & Use of Grinding Containments 3. Responses 3.1. Interested parties are requested to respond to this RFI with detailed information on any potential offers. Submissions shall be entered in PDF format and shall include:  Company Name and contact information  Contractor and Government Entity (CAGE) Code  Trade Qualifications and Certifications, including any potential subcontracting arrangements or partnerships  Previous contracts performed for similar scope of work  Facilities Clearance documentation 3.2. Reponses to this RFI should reference N39040-17-T-00SF and shall be submitted electronically to Andrew Webber at andrew.s.webber@navy.mil Phone: (207) 438-4968 by close of business (4:00 EST) 07 April 2017. The requested information is for planning and market research purposes only and will not be publicly released. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any. 4. Industry Discussions 4.1. Shipyard representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 5. Questions 5.1. Questions will be answered by posting answers to the Government Point of Entry - FBO.gov. The Government does not guarantee that questions received after 07 April 2017 will be answered. 6. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide shipfitter touch labor. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. In accordance with FAR 15.202e, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
