Description
INDEFINITE-DELIVERY, INDEFINITE-QUANTITY FIRM FIXED PRICE CONTRACT FOR MULTI-DISCIPLINARY ARCHITECT-ENGINEER (A-E) SERVICES IN THE STATES OF OREGON, WASHINGTON, IDAHO, NEVADA AND CALIFORNIA for construction, maintenance, repair, improvement, evaluation, land surveying and/or rehabilitation of facilities and other assets located on Bureau of Land Management (BLM) lands, lands upon which BLM has maintenance jurisdiction, and other lands directly associated with the work - primarily in Oregon, Washington, Idaho, California and Nevada. These facilities typically consist of: buildings including seismic considerations; utilities including electrical systems, water and sewage distribution and treatment systems, communications and security systems, plumbing systems, fire and lightning protection systems, and HVAC systems; roads and trails including pavement design and surface treatments; bridges and culverts; dams, dikes, canals, pumping stations and water control structures; raceways and holding ponds; fishways; fish ladders, fish screens and spawning channels; docks, piers and bulkheads; fences and gates; visitor facilities; recreation sites; historic structures including lighthouses; aviation related sites including helipad and fire staging areas; warehouses and yards; mines; quarry development; renewable energy systems including biomass; environmental management systems; hazardous materials; transportation systems; slope stability and repair; coastal erosion; building materials including steel, wood, concrete, aggregates, and synthetics; cadastral and other related types of surveys in potentially steep, wooded, brushy, rainy, remote areas; and wildlife habitat. The scope of such services will be primarily related to the preparation of reports and/or documents for: (1) advance project planning including capital asset planning; (2) drawings, specifications, bid schedules and cost estimates including value engineering; (3) construction management services including bid call (request for information) input, submittal review and inspection; and/or (4) state authority boundary surveying/corner monumentation and perpetuation. The contract period will be for a base year and four (4) option years from the date of award. The maximum value of the contract is $8,500,000 with a guaranteed minimum of $10,000.00. Individual task orders will not exceed $500,000. The types of disciplines under this contract include: (1) Civil/Environmental Engineering: a. Water/wastewater systems (includes onsite wastewater treatment and permitting of closures). b. Site clean-up and remediation of hazardous waste sites (i.e. underground storage tanks) c. Geotechnical testing, analysis, and design for bridge and building foundations, earth dam repair, landslide repair, pavement design, and soils/erosion control. d. Topographic survey and surveying/layout services required for design and construction. e. Transportation infrastructure including design and inspection of bridges and aquatic organism passage road drainage structures. Also included are services required for storm/subsurface drainage, and traffic planning. f. Design of both the repair and replacement of recreational facilities such as motorized vehicle boat ramps, parking areas, and gathering areas/structures including all related utility infrastructure. g. Geometric design and remediation of collector, local, and forest roads. h. Subsurface Utility Engineering (SUE) as prescribed in ASCE Standard 38-02. i. Construction Engineering Inspection (CEI) of federal facilities (three phase inspection procedures) for both horizontal and vertical construction types. j. Forest engineering, mining, wetlands, hydrology and other work within the general scope of civil or environmental engineering. (2) Architectural: a. Design and inspection of varying building and construction types (commercial office, vehicle fleet maintenance, residential, storage/warehouse, radio repeater shelter, etc.) b. Foundation remediation and design, and structural engineering associated with buildings. c. Life Safety, Fire Protection, and Accessibility design. d. LEED building design and certification. e. Restoration of historic structures (including the remediation of hazardous materials, i.e. lead, asbestos). f. Physical security measures required for Federal Facilities g. Landscape Architecture and other work within the general scope of architecture or structural/building engineering. (3) Mechanical/Electrical Engineering: a. Control systems, pumping systems/stations, and HVAC systems for varying building types (see 2.a above) meeting SMACNA ventilation requirements. b. Communication systems and radio sites in compliance with the Motorola R56 Standard. c. Alternate and direct current electrical systems (low and high voltage) meeting NEC and NESC as applicable. d. Lighting, biomass, energy efficiency, fire (suppression/alarm) and lightning protection systems e. Solar systems, and other work within the general scope of mechanical or electrical engineering. f. Electronic security systems for intrusion detection and video surveillance. (4) Land Boundary Surveying: a. Conducting a boundary survey within the limits of closure for a State authority survey. b. Filing/recording of corner cards/land corner records. c. Perpetuating/rehabilitating Public Land Survey System(PLSS) corners, including monumentation, proper cap markings, and corner accessories in accordance with State law and the 2009 BLM Manual of Surveying Instructions. d. Marking and posting property boundaries according to specification and the 2009 BLM Manual of Surveying Instructions. Some federal government initiatives may pertain to more than one category and shall be considered as A-E work to be covered in this contract whenever applicable (e.g. Condition Assessments, Americans with Disabilities Act, Leadership in Energy and Environmental Design, Sustainability, Resource Conservation, Green Construction and Technology, Federal Electronics Challenge, etc.). The BLM intends to award one contract but reserves the right to make multiple awards.. Award will be made in accordance with Brooks Act, also known as the Selection of Architects and Engineers statute, procedures to the highest qualified offeror for the particular category and geographic area with a reasonable price. The responses will be evaluated using the following factors, which are listed in descending order of importance: 1) Specialized experience and technical competence in the types of work described above, including work produced at a level commensurate with similar projects in the geographic area for the same use. Similar project examples are as follows: - Preparation of low volume road design plans, specifications, and estimates for a remote, forested area, rather than an urban setting. - Preparation of repair/renovation design plans, specifications, and estimates for a government administration building and recreation facility (including all typical utility services) in the size range of 1,000 square feet (SF) up to 50,000 SF. - Preparation of the required design plans, specifications (including geotechnical foundation design), and estimates for aquatic organism passage drainage structures located on remote low volume roadways. - Performance of geotechnical landslide evaluations and repairs including the design of mechanically stabilized earth/slopes to remediate slope failures. - Performance of 1 mile of survey of federal interest boundary, including posting, marking, and filing land corner records for each recovered PLSS corner. - Search for 75 PLSS corners and perpetuation of found corners, including filing of corner cards. 2) Past performance on contracts for similar work within the geographical area with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. 3) Capacity of the firm to accomplish work in required timeframes for all geographic areas, including remote project sites. 4) Location in the general geographical area of the project and knowledge of the locality of the project including local cost determinations and construction contractor capabilities 5) Professional qualifications necessary for satisfactory performance of the services described. The SF 330 shall identify joint ventures, partnerships, or any other teaming arrangements proposed and submit a copy of the agreement with the SF 330. Joint ventures, partnerships, and any other teaming arrangement must specifically identify where specialized experience and past performance occurred as a joint entity and where they are specific to an individual firm.
