Description
The Government will be conducting an "Industry Day" to present the plans for a current or future procurement to representatives from industry. This is an opportunity for the government to expresses its goals, schedule and solicit feedback from industry and garner information on industry capabilities. The "Industry Day" is scheduled for: DATE: March 31, 2017 from 09:00AM - 1500PM. LOCATION: Missile Sustainment Division (AFNWC/NDM) 7330Sentry Blvd, Tinker AFB, Oklahoma City, OK 73145-8901 Point of Contact Mr. Michael S. Payne 405-739-8841 or Ms. Shiela Morrall, 405-739-8833 Reservations to attend this function will require all "Interested parties" to respond to this synopsis on or before the closing date and time of this notice, and provide the below information for all individuals attending: Full Name Social Security Number (SSAN) Birthday Driver's License Number and State of issuance * Individuals utilizing a valid CAC card or Military ID card (retired or dependent) to gain entrance to the base, should be identified. 1. This is a Sources Sought Synopsis "Industry Day" announcement, for market research information only, to be used for planning purposes. This is not a solicitation for proposal. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. 2. Establish a new engineering services contract to ensure AGM-86B Air Launched Cruise Missile (ALCM) Inertial Navigation Element (INE) reliability and sustainment planning through 2040 which includes engineering services, remanufacture, prototype and associated studies. These studies may include aging analyses and reutilization of compatible DoD weapon system circuit cards and components. Duration of Contract Period: One (1) Year Basic with Three One (1) Year Options 3. This market research is to further define industry capabilities to develop and execute a comprehensive plan to ensure AGM-86B Air Launched Cruise Missile (ALCM) Inertial Navigation Element (INE), NSN 1420-01-130-6793, reliability and sustainment through 2040 to existing ALCM INE performance and reliability requirements. Interested respondents must address their capability to meet: a. Near-term supportability to include potential use of compatible DoD weapon system circuit cards and components. b. Long-term sustainment and reliability, which may include approaches such as use of existing INE parts, circuit card remanufacture, use of compatible DoD weapon system circuit cards and components, and/or technology insertion at the circuit card level. Unchanged components should include appropriate aging analyses to substantiate recommendation. Inertial navigation solution cannot be GPS-aided and must satisfy ALCM INE specification and ALCM integration requirements. ""NOTE"": "Redesign at the box-level will not be considered." 4. Capabilities should address planning to represent best value to the Government and support ALCM INE current availability/supportability through 2040 with a production capability of no later than end of CY2021 for the planned solution. Describe capabilities and experience in the acquisition process to include phases/milestones/timelines and associated technical reviews and qualification/acceptance test strategy. 5. The Government desires adherence to form, fit, and function of the current INE configuration to the greatest extent possible to minimize impact to nuclear certification and qualification testing as well as minimize impact to interfaces with existing support systems and equipment. 6. If a company believes it is capable of meeting the Government's requirement/perform the contract services/goods, the company may identify their interest and capability to the Contracting Officer by the closing date of this notice. Those interested companies must indicate whether they are a large, small, and small disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. 7. Companies interested in responding shall submit a capability statement to include the following information and/or documentation that demonstrates technical capability in the 6 areas listed below. These areas are considered critical for achieving successful technical performance. Include in your companies description/documentation for each area below whether your company has performed as a prime or as a subcontractor; and identify if personnel have at least three years of recent experience. a. (CRITICAL) Describe your experiences working with the AGM-86B ALCM inertial guidance system or other major ALCM subsystems. b. (CRITICAL) Describe your past hardware design, modification and test activities devoted to supporting the sustainment of the non-GPS aided inertial navigate system for AGM-86B ALCM weapon system or other major ALCM subsystems.. c. (CRITICAL) Describe relevant technical data in your possession that supports engineering service activities for INE and AGM-86B ALCM inertial navigation system as previously designed, implemented, and supported by the OEM or other major ALCM subsystems. If all needed technical data is not in your possession, demonstrate capability/plan to obtain it. d. (CRITICAL) Describe your experiences with management and execution of system modifications, maintenance and sustainment action to the INE and AGM-86B ALCM weapon system/subsystems with emphasis on nuclear certification requirements and nuclear hardness qualification requirements. e. (CRITICAL) Describe your breadth and depth of sustaining engineering knowledge of the AGM-86B ALCM Inertial Navigation Element or other major ALCM subsystems. Identify any existing licensing or non-disclosure agreements that would support access to required engineering data to accomplish the purpose of the market research. f. (CRITICAL) List RELEVANT Government and/or commercial contracts with the following information: Contract number with brief description of services and short description of relevance Procuring and Administrative Contracting officer's name(s), address(es), and telephone number(s) Program Manager's, Project Lead's, and/or technical lead's name, address, telephone number and lists of tasks performed for these personnel 8. Interested parties should submit a capabilities package, with a cover letter, that is brief and concise, yet clearly demonstrates ability to meet the stated requirements with sufficiently qualified personnel. Provide qualification information (type and duration of employee experience relevant to the requirements) and the level of involvement (prime or sub-contractor) and time periods for work on similar projects. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required services and as such may contain any information that the interested party feels is relevant. ADDITIONAL INDUSTRY DAY REQUIREMENTS Respondents must be prepared to provide detailed information to answer the specific questions below that demonstrates the company's ability to meet the requirements stated above • What resources, to include technical data, are required to accomplish remanufacture of the existing ALCM INE, 750600-4? • Do you currently have the resources and associated technical data and data rights? • If not, (1) how long would it take to acquire the data / data rights, and (2) provide a range of estimate cost Section B: Instructions for response: 1. Submit a 12-page (maximum) paper in the following format and including the following company information: a. Page size shall be 8.5 x 11 inches; foldouts are permitted, but will be assessed towards total page count. b. Pages shall be single-spaced. The font shall be Times New Roman and the font size shall be no less than twelve (12). Use at least 1-inch margins on the top and bottom and 1-inch side margins. c. Capability statements need to address fully the technical areas identified above in para 7. d. Responses shall also include information regarding the following: The level of contractor's interest (likelihood of submitting a proposal as a prime contractor) Address potential teaming arrangement, if likely to submit a proposal If a teaming arrangement is considered, describe tasks the prime would perform versus tasks the subcontractor would perform. 2. Submit the following company information: a. Company name and address b. Company business size by North American Industry Classification System (NAICS) code c. Small Business Type, if applicable d. Small Business Graduation Date Company size. Provide number of employees and average annual revenue e. List any multiple award contracts that your company holds f. Point of Contact for questions and/or clarification. g. Telephone number, fax number, and email address. h. If proposing as a prime and considering the type of technical capability required for this work, would your company alone be capable of performing 50 percent of the work for this requirement? At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. i. Identify the risk areas associated with this effort? Identify how risks could be mitigated? j. North American Industry Classification Systems (NAICS) code(s). The NAICS Codes determined appropriate for this acquisition is 336414. k. Can your company prime a team composed of a sufficient number of large and small subcontractors to perform this contract in an efficient, cost effective manner while meeting contract requirements? Please explain. l. Does your company currently have a DCAA approved accounting system? If your company is considering priming this contract and is required to perform at least 50 percent of the work, how would work beyond in-house capabilities be handled? 3. All Contractor personnel are to have a completed favorable National Agency Check Inquiry (NACI). Contractor personnel shall be required to obtain Common Access Cards (CACs) for the purpose of encryption, physical and digital identification for logical and physical access to government information. The Contractor shall not involve any foreign national (resident aliens exempt) in work performed under this requirement. Foreign participation in this acquisition is excluded at the prime contractor level. 4. A determination by the Government not to compete this potential acquisition, based upon responses received to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of on-going market research. 5. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. Any proprietary information submitted in response to this synopsis will be appropriately protected when clearly identified as proprietary. Submitted materials will not be returned, and will be destroyed. Submissions shall not contain any classified information. 6. The Government will not pay for any information submitted as a result of this sources sought synopsis. A response to this sources sought synopsis is NOT a request to be added to a prospective bidders list or to receive a copy of the solicitation. If a solicitation is issued, it will be posted later at https://www.fbo.gov and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. This sources sought synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
