This acquisition is conducted under FAR 13.106 under simplified acquisition procedures. BACKGROUND INFORMATION The NIST Net-Zero Energy Residential Test Facility (NZERTF) was designed with exacting specifications for the contaminant emissions from the building materials. Specifically, these materials were selected to have low emissions of Volatile Organic Compounds (VOC). During the first year of operation of the house, airborne VOC levels were measured approximately monthly in order to verify the effectiveness of these specifications and to study the VOC emissions in the newly constructed building. In the second and third years of operation VOC concentrations were measured quarterly. Since that time, the operation of the house and its systems has been modified. In order to understand the impacts of these changes and to build on the information collected during the first three years of sampling, NIST requires assistance in the analysis of additional air samples to determine how the key VOCs in the house have continued to change over time. Please see the attached solicitation for more details.
