- The NATO Communications and Information Agency (NCI Agency) is seeking to determine industry interest in participation in the next phase of the NATO Air Command and Control System (ACCS LOC 1) as a major part of the NATO Air Command and Control (Air C2) Program Interested firms are invited to contact the NCI Agency so that a list of interested firms may be compiled. Please do NOT submit your indication of interest to the Department of Commerce. Please submit it to the attention of Mr. Philip Chulick, Principal Contracting Officer at the NCI Agency. Email: Philip.Chulick@ncia.nato.int Firms are requested to express their interest to Mr. Chulick as soon as practicable, but at this time, there is no firm deadline on participation. It should be noted, however, that the NCI Agency will develop an acquisition strategy within the next six months. Should sufficient interest exist, the NCI Agency will host an industry forum in The Hague, The Netherlands, to explain the programs in more detail and to discuss options with industry. Subsequent to the NCI Agency industry forum, firms will be invited to arrange a meeting with NCI Agency representatives to discuss the capabilities of the firm. ADDITIONAL INFORMATION The aim of the ACCS LOC 1 is to provide a common air defense C2 system across all nations of the NATO alliance. The system provides NATO and national military commanders with an integrated Command and Control System in the real and non-real time domains. The system is currently being deployed to operational sites in the Validation and Replication nations as well as in the System Test and Validation Facility operated by NCI Agency, and this will essentially conclude the current contracts. Thales Raytheon Systems, by separate contract, is integrating Ballistic Missile Defense (BMD) technology and capability into the LOC 1 software baseline. The next significant event in the Program is expected to be the first of a series of major system upgrades, known as Addendum 4, which is currently planned for 2019/2020. NATO intends to obtain the Addendum 4 capability and new BMD initiatives by competitive tender, should sufficient interest exist to support a competitive environment. In addition, other key efforts will be the next upgrade for BMD and future competition for the support of In-Service Support activities.
