- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Quote number RFQ HSCG44-17-Q-PC2081. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-95. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 561621. The SBA size standard in Employees is $20.5 Mil. THIS IS A TOTAL Small Business Set-Aside, The USCG Command, Control and Communication Engineering Center (C3CEN) Portsmouth, VA. 23703, intends to purchase: Door Access Control Systems and the Service to install them IAW the attached Statement of Work (SOW). Note: The Government/USCG reserves the right to Award on an All or None Basis that is the Gov may issue a PO Contract to the Offeror that submits the lowest aggregate price rather than issue a PO Contract to each Offeror on the basis of the lowest Quotation on each item. The government intends to award a contract resulting from this solicitation to the responsible bidder proposal conforming to the solicitation which will be most advantageous and Best Value to the Government, price and other factors considered. Provide Firm Fixed Price Proposals with Delivery Information and Delivery Time Frame by April/03/2017 at 7:00 A.M (EST). Delivery Information is to include the Shipping Terms the Offeror is proposing, FOB Origin or FOB Destination. FOB Destination is preferred by USCG/Government. If proposing FOB Origin, provide Shipping Cost as a Separate Line Item. Section 835 of the Homeland Security Act, 6 U.S.C. 395, prohibits the Department of Homeland Security from entering into any contract with a foreign incorporated entity which is treated as an inverted domestic corporation as defined in this clause, or with any subsidiary of such an entity. The Secretary shall waive the prohibition with respect to any specific contract if the Secretary determines that the waiver is required in the interest of national security. (b) Definitions. As used in this clause: Expanded Affiliated Group means an affiliated group as defined in section 1504(a) of the Internal Revenue Code of 1986 (without regard to section 1504(b) of such Code), except that section 1504 of such Code shall be applied by substituting `more than 50 percent' for `at least 80 percent' each place it appears. Person, domestic, and foreign have the meanings given such terms by paragraphs (1), (4), and (5) of section 7701(a) of the Internal Revenue Code of 1986, respectively. (c) Special rules. The following definitions and special rules shall apply when determining whether a foreign incorporated entity should be treated as an inverted domestic corporation. (1) Certain stock disregarded. For the purpose of treating a foreign incorporated entity as an inverted domestic corporation these shall not be taken into account in determining ownership: (i) Stock held by members of the expanded affiliated group which includes the foreign incorporated entity; or (ii) Stock of such entity which is sold in a public offering related to an acquisition described in section 835(b)(1) of the Homeland Security Act, 6 U.S.C. 395(b)(1). (2) Plan deemed in certain cases. If a foreign incorporated entity acquires directly or indirectly substantially all of the properties of a domestic corporation or partnership during the 4-year period beginning on the date which is 2 years before the ownership requirements of subsection (b)(2) are met, such actions shall be treated as pursuant to a plan. (3) Certain transfers disregarded. The transfer of properties or liabilities (including by contribution or distribution) shall be disregarded if such transfers are part of a plan a principal purpose of which is to avoid the purposes of this section. (d) Special rule for related partnerships. For purposes of applying section 835(b) of the Homeland Security Act, 6 U.S.C. 395(b) to the acquisition of a domestic partnership, except as provided in regulations, all domestic partnerships which are under common control (within the meaning of section 482 of the Internal Revenue Code of 1986) shall be treated as a partnership. (e) Treatment of Certain Rights. (1) Certain rights shall be treated as stocks to the extent necessary to reflect the present value of all equitable interests incident to the transaction, as follows: (i) warrants; (ii) options; (iii) contracts to acquire stock; (iv) convertible debt instruments; and (v) others similar interests. DEPARTMENT OF HOMELAND SECURITY (DHS) STATEMENT OF WORK (SOW) FOR Door Access Control System Purchase and Install for Electronics Systems Support Detachment (ESD) Portsmouth 1.0 GENERAL 1.1 BACKGROUND The USCG Electronics Systems Support Detachment (ESD) Portsmouth houses the C3CEN Unclassified Common Operational Picture (UCOP) Server suite, in addition to the USCG District Five Data Center, Base Portsmouth telephone demarc, and Base Portsmouth Nortel phone system. Because the spaces housing this equipment are considered restricted areas, ESD Portsmouth is required to have an access control system in place. Currently, we use cipher locks to control access to the ESD and the associated equipment spaces but that system is cumbersome and doesn't provide us the needed flexibility of providing temporary access and logging personnel entry and exit from the space. Purchasing and installing the electronic access control system will allow ESD to eliminate the cipher locks, grant and remove access as needed, and track via electronic log of personnel entering and exiting our spaces. 1.2 SCOPE The scope of this work includes, but is not limited to, installation of door controller hardware, electronic mag-locks, proximity card readers, request to exit (REX) switches, door monitoring contacts, DC battery back-up systems, power supplies, controlling software, remote door trigger switches, sirens and networking connections. The offeror should include the necessary details/specifics that meet the customer's needs as described herein. 1.3 OBJECTIVE The objective of this project is to contract for the material purchase and installation of an entry control system that will read government media (DOD CAC Cards) to validate and grant entry to authorized spaces. Contractor will install necessary components on six doors within the ESD Portsmouth space and on one door in a separate building to accomplish this task. All entry systems should have the ability to be managed from a single computer within the ESD Portsmouth space. Software should be able to grant and remove access to specific pieces of government media and keep an electronic log of all personnel swiping in and out of the access controlled spaces. 2.0 SPECIFIC REQUIREMENTS/TASKS The contractor shall install electronic access control system that meets the following requirements: 2.1 Install door controller, hardware, electronic mag-locks, proximity card readers, request to exit (REX) switches, door monitoring contacts, DC battery back-up systems, power supplies, controlling software, remote door switches (4), and networking connections to control a total of 7 doors - 6 within ESD Portsmouth and 1 within a separate building on base. 2.2 Entire system should have the capability of being monitored and making changes to access parameters from a single computer at ESD Portsmouth. 2.3 All battery backups must have a 24-hr operating capacity in the event of an AC power loss. 2.4 Wiring between controller panels and door hardware, i.e. maglocks, REX switches, door contacts and proximity readers shall be multi-stranded wrapped cable, shielded and grounded. 2.5 Proximity card readers must be HSPD-12 / FIPS 201 compliant and recognize DOD CAC cards. 2.6 Conventional REX switches shall be the lighted green 2" square pushbutton type labeled "Push to Exit" and have a timed output, 2 to 30 second adjustable time delay. When pushed, it shall register an exit request at the door controller panel and temporarily cut power to the maglock to comply with fire safety code. 2.7 Maglocks shall have no less than 1200 lbs holding strength. 2.8 Controller panels shall be mounted on fire resistant plywood and the plywood painted to match the existing color scheme of the building. 2.9 Key switch override at main doors will be compatible with a BEST brand key core. 3.0 CONTRACTOR PERSONNEL It is the responsibility of the contractor to propose qualified contractor personnel to perform all requirements specified in the SOW. 3.1 PROJECT MANAGER The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this SOW. The Project Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer's Representative (COR). The name of the Project Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government as part of the Contractor's proposal. The Project Manager and all designated alternates shall be able to read, write, speak and understand English.
