- Title: To acquire CyberArk Password Software Description: The National Institute of Health (NIH), National Library of Medicine (NLM), intends to award a sole source purchase order for the Center of Technology (CIT) to CarahSoft Technology, 1860 Michael Faraday Dr, Suite 100, Reston, VA 20190, for CyberArk Password Software. The North American Industry Classification System Code (NAICS) is 334614. CarahSoft is the only responsible source known to provide the services needed. It is NLM's intent that the proposed action may be awarded on a sole source basis to CarahSoft under the authority of Federal Acquisition Regulation (FAR) Subpart 13 Simplified Acquisition Procedures. Contractor Objectives and Tasks: HSS recommends Cyber-Ark PIM Suite as the solution of choice based on the following: a. provides the basic functionality of: • Automated updates of shared administration password on disparate systems. • Central storage and administration of shared administrative account passwords. • Granular administration of disparate groups account's passwords. • Audit capabilities of shared account use. • Encryption of store and communications between managed hosts and password manager. b. Cyber-Ark PIM Suite provides the additional functionality CIT requires of an enterprise administrative password management solution: • Changing passwords embedded within scheduled task and services. • Ability to modify credentials embedded within enterprise applications. • Supports "Out of the Box" solutions, which are the most widely used systems within CIT. • Ability to record administrative sessions for audits of actions taken (optional module). Sole Source Justification In accordance with FAR 6.302-1, Only One Responsible, Carahsoft Technology is the only organization who can provide the services needed. This is not a solicitation, nor is a solicitation available. However, all interested organizations may submit their capability statements and qualifications which will be considered by NLM. Responses must be in writing and must be submitted electronically to Damian Hurge, Contract Officer at hurgeda@mail.nih.gov by 4:00 PM EST on, March 09, 2017. Proposals must include pricing information. No late responses will be accepted.
