Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Campbell Scientific, Inc. upon the basis of the authority provided at FAR 13.106-1(b) ERDC-CRREL intends to purchase the following: 1. Two (2) 17" probes fitted with 6 fixed temperature sensors and 3 extension temperature ("loose fly") sensors. a. Must be +/-0.2 deg C temperature capability. b. Must have operational resolution between spatial sensor position of 1" or less. c. Must be configurable between probe and sensors to cover an area of 18", while the actual probe body fits within a vertical space of 17" or less. d. Must be intended and designed for in-soil installation. e. Must have 25 meter cable per string, minimum. 2. Two (2) 60" probes fitted with 7 fixed temperature sensors and 3 extension temperature ("loose fly") sensors. a. Must be +/-0.2 deg C temperature capability. b. Must have operational resolution between spatial sensor position of 1" or less. c. Must be configurable between probe and sensors to cover an area of 60", while the actual probe body fits within a vertical space of 60" or less. d. Must be intended and designed for in-soil installation. e. Must have 25 meter cable per string, minimum. 3. One (1) 80" probe fitted with 15 fixed temperature sensors and 3 extension temperature ("loose fly") sensors. a. Must be +/-0.2 deg C temperature capability. b. Must have operational resolution between spatial sensor position of 1" or less. c. Must be configurable between probe and sensors to cover an area of 80", while the actual probe body fits within a vertical space of 80" or less.. d. Must be intended and designed for in-soil installation. e. Must have 25 meter cable per string, minimum. 4. Twenty-four (24) soil moisture sensors with 10 meter of cable and "pigtail" arrangement capable of being separately installed and of surviving long-term soil immersion. 5. All equipment specified in 1 - 4 must be capable of interfacing with an identical data logger. Campbell Scientific, Inc. has been identified as the only company offering products meeting all requisite specifications, including full compatibility and interoperability with CRREL's existing Campbell Scientific, Inc. data loggers and equipment. This is required to preserve data integrity and avoid substantial duplication of costs in CRREL's ongoing research project. This notice of intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
