Description
The Naval Sea Systems Command intends to issue a sole source Firm Fixed Price Order to procure nine (9) RR04 processors, P/N NMA100840, one (1) MT30 shipping container, P/N LOT102049, and software license for the use of the MT30 FADC.ini configuration file (Qty and P/N not applicable). The MT30 gas turbine is a commercial off the shelf (COTS) item designed, developed and exclusively manufactured by Rolls-Royce. The government plans to award the procurement to be fulfilled by Rolls-Royce Marine, North America (RRMNA) located at 110 Norfolk Street, Walpole, MA 02081-1798. The MT30 serves as the main propulsion marine gas turbine (MGT) aboard LCS Freedom Variant Hulls and as the main turbine generator (MTG) aboard DDG-1000 class ships. The RR04 processors have been identified as obsolete without replacement and this procurement will serve to support the already fielded processors until a new design solution is developed. The procurement will include a shipping container to facilitate the long term storage of the recently repaired MT30 MGT in accordance with storage requirements for all marine gas turbines. The procurement will also include an MT30 FADC.ini configuration file to enable off-ship troubleshooting and data review of MT30 operational data by shore based personnel in support of deployed MT30 equipped ships. Firms interested in subcontracting opportunities should contact Rolls-Royce directly. The proposed contract action is for supplies or services for which the Government currently plans to solicit and negotiate with only one source under the authority of FAR 6.302. The Government is actively seeking additional sources. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of sources sought is not a request for competitive proposals. However, all responsible sources are encouraged to submit a capability statement, proposal, or quotation, within fifteen days (15) after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
