- The purpose of this Amendment is to respond to vendor questions to date. VENDOR QUESTIONS 1. Your new solicitation, #NIHLM2017932KB, "Professional Audiovisual & Integrated Media Technical Services" suggests that you will require video production services for creation of PSAs and longer videos, as well as archiving services. But, your task orders #1 and #3 call for sophisticated and specialized computer programming skills. Are you aware that only a very few vendors are experienced in these type of programs? Therefore, you have eliminated most small businesses, like our company, who would provide very affordable video production and video archive services, yet who are not mobile computer programming specialists. With these task orders #1 and #3, you will get only a few specialized programming vendors who will likely provide the standard video production of PSAs and longer video production at a much higher cost. If NLM is truly interested in procuring the best video production at a reasonable cost, you would eliminate these sophisticated, and specialized, programming tasks, leaving tasks for video production and archiving. For the specialized programming, you could perhaps create a separate solicitation. Particularly in this era of government cost-cutting, you would want to negotiate for the best pricing for quality services. NLM is seeking professional audiovisual and integrated media services to support program, research and development requirements across several Divisions of the NLM. Specialized expertise could be required for project-oriented tasks. Market research was conducted and provided results that support the NLM's needs and requirements defined in the solicitation. 2. Are the sample tasks in Attachment 4 representative of a sizable number of the task orders that will be issued? What is the expected balance between task orders requiring primarily "creative services" (PSAs, instructional videos, biography videos, documentaries, etc.) and those requiring primarily programming/IT-related services (mobile app development, asset management systems, augmented reality)? The sample tasks in attachment 4 are representative of current projects and the requirements required for the completion of each. The balance between task orders is dependent on the professional content required for each task. 3. Does NIH require exclusive rights to all assets used in video and audio productions or may stock assets (graphics, music, etc.) be purchased, when necessary, which grant a non-exclusive license? The acquisition and utilization of stock assets when necessary is allowable under this solicitation. Note: All final production programs and materials created will become part of the public domain. 4. Are the primary positions (producer and/or program manager) required to primarily work on-site at NLM or simply be available to meet on-site upon request? Yes, the Producer and Program Manager will be required to work primarily on-site. 5. It seems as if there might be multiple awards to multiple contractors under this RFP - is that accurate? If it is should we submit a proposal for the parts we feel we can do, or would we need to find a partner and bid on the contract in its entirety? A single award will be issued for this solicitation. 6. Is there a small business set-aside mandate on this contract? Based on the Government's market research, the services required under this solicitation have been appropriately set-aside for small businesses. 7. Does the Combined Synopsis/Solicitation under solicitation number NIHLM2017932KB contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government? This is not a new requirement. For contract number information, please submit a FOIA request. 8. The RFP contains two different submission dates. The cover letter and system information indicates March 30th at 12:00pm, however, Page 1, Block 8 of the official requisition and contract notice lists March 27th at 12:00pm. Which one of these is correct? All proposal submissions must be submitted into the NIH eCPS by 12:00 PM Eastern Time on March 30, 2017. 9. Are these requirements new or existing and if existing, who is the incumbent on this work? The incumbents of the existing contracts are: JSM KT Media Digital Outpost MadisonFilm Video Files EFX Company Digital Media Group 10. The depth and detail of the RFP are such that it places a hardship for a small business to ensure a compliant proposal with a two week turn around without answers to questions. Would the agency be willing to extend the due date until April 17, 2017 at noon? NLM will not extend the proposal deadline as answers to all questions received by the deadline of March 23, 2017 at noon have been answered in this amendment. 11. As this company is a small firm, performing graphic and video editing and production for non-classified, public facing ad campaigns, do the NIST 800-53 and FIPS 199 requirements apply? Both are statutory responsibilities under the Federal Information Security Management Act (FISMA) and Public Law (P.L.) 107-347. ∙ FIPS 199 security categorization associates information and the operation/use of organizational information systems with adverse impact on operations, assets, and individuals. ∙ NIST 800-53 contains security controls related to access control, awareness and training, audit and accountability, configuration management, incident response, media protection, system acquisition, protection, and integrity. 12. If a company utilizes password protected MAC based computers for its resources to perform their work, these devices are whole disk encrypted protecting data at rest on these devices. No other data storage exists on our internal network. Is this sufficient for compliance? Yes. 13. If a company's only direct connection to HHS is to exchange and submit work product and this connection and exchange of work product is the determining factor for data security beyond their current levels and capabilities, would an alternative means of transferring data be acceptable such as a secured, third party dropbox, or alternatively direct delivery and exchange of encrypted hard drives or other mobile media? Yes, a secure file transport application would be provided. 14. If adherence to NIST 800-52 and/or FIPS 199 is required, may we limit the documentation to the systems and controls we have in place since there is no "electronic system" or data storage beyond the workstations for each resource involved in the project? A data storage location would be provided on-site for all deliverables and documentation created during the performance of the contract. 15. What sort of programming knowledge is required for Augmented Reality applications? Knowledge of Unity, C#, and performance optimizations for mobile development for iOS and Android. 16. What roles need to be filled to complete an average project in the Unity Engine? Artists, animators, designers, programmers to produce and develop innovative VR/AR applications in collaboration with NLM staff and leadership. 17. Will medical illustration and 3d modeling require advanced knowledge of the material, or will we have time to research while completing a project? Advanced knowledge of current medical information and scientific concepts is required to effectively communicate with project subject matter experts. 18. What does a video range for a "full day program proceeding" look like? Based on recent projects, the estimated range for full-day program proceedings is 1-2 days, 4-6 hours of video per day. 19. Will the physical archival and deliverable media be predetermined, or left up to the contractor? Based on each task, NLM will determine the required format for all deliverables to ensure compatibility with existing production workflows, display and distribution systems. 20. Could "Technical Assistance" be requested as "quick turn-around work"? Yes, "Technical Assistance" could be requested as "quick turn-around work". 21. Are there other Asset Management workflows that need to be integrated, besides Canto Cumulus and AVID Interplay? No. 22. Will digital file compatibility be selective on a project-per-project basis or limited to all defined workflows? Based on each task, NLM will determine the required format for all deliverables to ensure compatibility with existing production workflows, display and distribution systems. STIONS:
