Government Policy Letter DESCRIPTION: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform maintenance and repairs to the sidetrack roadbed portion of U.S. Government Sidetrack No. 342 and 343, Tsurumi, in a manner that will ensure continuous and reliable railroad operational condition. See the Performance Work Statement (PWS) for details. SCHEDULED PERFORMANCE DATE: 20 Apr 2017 through 31 Mar 2018 A pre-bid/pre-proposal conference and a site orientation will be conducted at 10:00 AM on 29 Mar 2017 at NAVSUP FLC Yokosuka, Tsurumi Fuel Terminal, Sidetrack No. 342 & 343. All offerors are encouraged to participate in this pre-proposal conference and site orientation. Please submit the names of all attendees to Mr. Yuma Kato by e-mail at yuma.kato.jp@us.af.mil by 01:00 PM on 28 Mar 2017. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. Those who would like to participate in the pre-proposal conference are required to submit a Gate Pass Request Form (included in the solicitation package) to Mr. Jiro Tomikawa, FLCY Tsurumi Fuel Terminal, by phone at 046-816-0807 (Fax 046-816-0800) or e-mail at Jiro.Tomikawa.JA@fe.navy.mil (TO:) AND yuma.kato.jp@us.af.mil (CC:) prior to 28 Mar 2017, 01:00 PM, JST. You must bring an individual identification with a photo. For the vehicle pass, please make sure you bring the proper original insurance documents. Failure to provide the proper documentation may cause you not be able to enter the base. The Government will not provide any transportations to participants. OFFER DUE DATE: 07 Apr 2017, 02:00 PM (Japan Time) NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFEROR MUST BE LICENSED AND REGISTERED TO PERFORM WORK IN THE COUNTRY OF JAPAN.
