Description
The purpose of this amendment is to correct the timeframe the solicitation is anticipated to be released in. It has been changed from October 2016 to April 2017. The U.S. Bureau of Reclamation, Upper Colorado Region, has a requirement for the supply, install, configuration and maintenance of a turnkey supervisory control and data acquisition (SCADA) replacement system for the Colorado River Storage Project which includes Glen Canyon, Flaming Gorge, Fontenelle, Blue Mesa, Morrow Point, Crystal, Upper Molina and Lower Molina power plants, as well as the Montrose, CO and Salt Lake City Offices. This requirement is being procured in accordance with Parts 12 and 13.5 of the Federal Acquisition Regulations as a woman owned small business set aside. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. PROJECT DESCRIPTION: The SCADA system will replace the Bureau of Reclamation's Upper Colorado Region's existing SCADA system hardware and software. The SCADA system will fully integrate and be compatible with a previously developed software code base and framework which utilizes General Electric's iFIX SCADA platform. The replacement will be divided into several phases: Phase 1: Prototype with Two Generators and Integration to Plant Equipment Phase 2: Deployment of Remaining Generators, Training, and Maintenance Phase 3: Maintenance (optional line item) Phase 4: Maintenance, New Deployment, and Training (optional line item) Phase 5: Maintenance (optional line item) Phases 1 and 2, combined, are anticipated to take as little as 6 months but no longer than 2 years. Phases 3, 4, and 5 are anticipated to last 1 year each. NAICS AND SIZE STANDARD: The NAICS code for this project is 511210 with a small business size standard of $38.5 million. SOLICITATION RELEASE DATE: The release date for the final and formal solicitation number R16PS01462 is anticipated to be released late April 2017.
