Description
Document Security Notice to be completed Project Summary : The General Services Administration (GSA) is seeking qualified general contractors to perform Limited Repair and Alteration of the Robert F. Peckham Federal Building and U. S. Courthouse, 280 South First Street, San Jose, California. The award of this contract is subject to the availability of funds. The Robert F. Peckham Federal Building and U.S. Courthouse is located in downtown San Jose, California, this 1984 property consists of two low-rise steel frame buildings with exterior precast concrete cladding. The five-story Courthouse share a basement level and is connected by a steel trussed sunshade structure as well as two exterior pedestrian bridges at the second and third levels with the three-story Federal Building. The 5-story Courthouse and 3-story Federal Building complex totals 269,340 gsf, (231,455 rsf). The project includes Heating Ventilation and Air Conditioning (HVAC) building system upgrade and courtroom AV electrical infrastructure upgrades; and accessibility improvements to the courtrooms. The project will be structured with a Base Bid and Several Options. The scope of work will be to replace all Air Handling Units (AHUs) located on both the Federal Building and U.S. Courthouse. The scope of work will also include replacing the Cooling Tower that is located on the U.S. Courthouse Building. The scope of work will also include replacing Variable Air Volume (VAV) boxes in the U.S. Courthouse. The existing HVAC zones will also be reconfigured by installing new VAV boxes and the associated ductwork. The existing ceiling tiles on 3 floors will also be replaced with a new 2 x 2 ceiling grid. There will also be replacement of the existing fire protection system that is associated with the HVAC and ceiling replacement work. The scope of work will also include the AV electrical infrastructure upgrades to courtrooms. Two courtrooms also require ABA upgrades and carpet replacement. Options will include the replacement of Variable Air Volume (VAV) boxes and reconfiguring existing HVAC zones in the Federal Building, replacing Chillers and Boiler/Domestic Hot Water Heaters. Construction will be performed in phases so as to allow for continued use of the building. The cost of construction is estimated in the range of $7,000,000 to $10,000,000. The period of performance is estimated to be 455 calendar days after the issuance of the Notice to Proceed (NTP) by the GSA Contracting Officer. Acquisition Strategy: This is a competitive acquisition source selection using the best-value trade-off process to award a firm fixed price contract. This procurement will be advertised for Full & Open Competition. This source selection is based on FAR Part 15 and GSAM. The evaluation process will result in selection of the proposal that represents the best value for the Government in terms of technical and price factors as identified in the solicitation and in accordance with FAR Part 15.3. Requests may be mailed or e-mailed: beverly.chin@gsa.gov. Refer to RFP No. GS-09-P-17-KT-C-0003. Due to the secure nature of the Robert F. Peckham Federal Building and U. S. Courthouse, General Contractors that submit the following documents will receive a copy of the Solicitation Documents. The request to receive the Solicitation Documents must be accompanied with the following documents: 1. Proof that the requesting firm is registered in the System for Award Management (SAM) ( www.sam.gov ) and is in Active Status. 2. Completion of the attached Document Security Notice to Prospective Bidders/Offerors. 3. Proof of the Offeror's ability to provide bonding capacity of $10,000,000.00 in the form of a letter from a surety. The RFP will be issued on or about April 11, 2017. It is anticipated that the proposals will be due on or about May 12, 2017 at 4:00 p.m. (local San Francisco time). The Pre-Proposal Conference will be held on or about April 18, 2017 at the Robert F. Peckham U. S. Courthouse, San Jose, California with a site walk of the project area. Questions shall be received until April 28, 2017. This is not a Request for Proposal (RFP).
