Description
The work is located at the McNary Lock and Dam Powerhouse, located on the Columbia River in Umatilla, Oregon. The purpose of this project is to design, supply and install 14 new hydroelectric turbine runners, rewind three main unit generators, and rehabilitate or replace other critical hydraulic passage and powertrain equipment associated with the 14 turbines at the McNary Lock and Dam powerhouse in Umatilla, Oregon. The Contractor will participate in a collaborative and iterative design process with the Government to design turbine runners with the goal of increasing unit efficiency, capacity, and reliability while improving the fish passage environment. The collaborative and iterative design process will be used to develop both fixed- and adjustable-blade propeller style runners for installation in the 14 existing turbine units. The new runners must be compatible with the existing higher capacity up-rated generators (100MW) and all other site specific hydraulic parameters and controls. The Contractor will collaborate in the design process with engineers and biologists from the U.S. Army Corps of Engineers (USACE) Walla Walla District, Hydroelectric Design Center (HDC), and the Engineer Research and Development Center (ERDC); Bonneville Power Administration (BPA); and the National Oceanic and Atmospheric Administration (NOAA). The turbine runner design process will be iterative in that conceptual designs will be developed and evaluated using USACE physical hydraulic (observational) models in combination with industry standard hydraulic performance models and Computational Fluid Dynamics (CFD). Each iterative design alternative or feature will be evaluated for fish passage improvements, hydraulic performance, price reasonableness, and feasibility before selecting a final design. Other modifications to the turbine water passageway may also be designed, supplied and installed. These include modified stay vanes, new wicket gates, new discharge rings, modified head cover components, and modified draft tubes. Component design and manufacture will begin once a final hydraulic design has been developed. The solicitation contains optional line items that may be exercised over the life of the contract, including options to either refurbish or replace certain components based on a determination of their condition after they are exposed for inspection. There are also provisions for two complete stator core components/laminations to be supplied and installed as options if determined necessary when units are disassembled and inspections are completed. Please see the solicitation for specific information regarding all optional items of the bid schedule. It is anticipated that not more than two turbine units will be available for installation at one time. This will constrain the overall installation and commissioning schedule. Performance and payment bonds will be required only for the installation (construction) portion of the work. Completion of all work is expected to take approximately 14 years. The magnitude of the project is estimated to be between $250,000,000 and $500,000,000. Sustainability requirements will be contained in the solicitation and resulting contract. The contract selection process will be conducted as a best value trade-off, as defined in FAR Part 15.101-1. The resulting contract will be Fixed Price with Economic Price Adjustment. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Solicitation documents for Request for Proposals No. W912EF-17-R-0004 will be posted to the FedBizOpps (FBO) website, https://www.fbo.gov. Posting will be made on or about 17 April 2017. Proposals will be due approximately 90 calendar days after the solicitation is issued. See the solicitation for details about the proposal due date. The solicitation is open to both large and small business concerns. The small business size standard for NAICS Code 237990 is no more than $36,500,000 in average annual receipts. All responsible sources may submit a proposal which shall be considered by the agency. A site visit will be offered approximately 4-6 weeks after the solicitation is issued. See solicitation for details about the site visit date, time, and location. Only one site visit is expected to be offered. Important Note Regarding Access for Foreign Nationals: It takes 4-6 weeks to obtain clearance for foreign nationals to enter the project site. If your company wishes to have a foreign national participate in a site visit for this project, you are strongly encouraged to submit your request for a site visit along with the required identification immediately. To request clearance for foreign nationals, submit the names and position titles of all foreign nationals proposed for site visit attendance, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph 9INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
