Description
This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The solicitation number is 17-242-SOL-00039. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 (effective 01/19/17). The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 - Professional and Management Development Training (PSC Code: U008) with a small business size standard of 11M. Due to the availability of this course from non-profit entities, no set-aside will be used. Only one award will result from this solicitation. FOB Destination shall be Albuquerque, New Mexico, 87110. The Albuquerque Indian Health Service area has a requirement for two (2) separate Instructor Certification (Train- the-Trainer) sessions in MENTAL HEALTH FIRST AID (MHFA) INSTRUCTOR CERTIFICATION. Each session must be 5-days in length (held Monday-Friday, 8am - 5pm daily). One session must be specific for Adult MHFA Train-the-Trainers, and second must be specific to Youth MHFA Train-the-Trainers. Both sessions will be held in Albuquerque, NM and IHS will be responsible for the training space rental. One course will need to be held in June and the second course will need to be held in July; the dates can be agreed upon between the vendor and IHS. It is estimated that the maximum participation will be 30 individuals per training session (60 in total). All training must be done by certified trainers and price for the courses must be an all-inclusive rate (i.e. trainer's salaries, travel, lodging, per diem, shipping, materials, and supply costs) for the courses, including the MHFA manuals. This price of each session must be cited in the proposal. The type of work to be performed will be for MHFA Instructor Certification (Train-the-Trainer) Services; MHFA is a recognized evidence based practice (EBP) listed in the National Registry of Evidence Based Programs and Practices (NREPP). MHFA is an adult public education program designed to improve participants' knowledge and modify their attitudes and perceptions about mental health and related issues, including how to respond to individuals who are experiencing one or more acute mental health crises (i.e., suicidal thoughts and/or behavior, acute stress reaction, panic attacks, and/or acute psychotic behavior) or are in the early stages of one or more chronic mental health problems (i.e., depressive, anxiety, and/or psychotic disorders, which may occur with substance abuse). Purpose of the sessions will be to train approximately 60 providers as MHFA certified Instructors/facilitators from the IHS federal providers and Tribal 638 providers. The overall goal is to expand awareness of mental health disorders, and increase referral skills and basic intervention strategies, both within tribal communities and Indian Health Service programs. **Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by email to the Buyer. Questions not received within a reasonable time prior to close of the solicitation will not be considered.** All responsible Offerors that respond to this solicitation MUST submit a proposal. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. Proposals will be due 14 days after issuance of solicitation. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor time to register in SAM.gov.
