L17P00326 Aerial Radio Telemetry Survey for the Bishop Field Office The Bureau of Land Management (BLM), California State Office is issuing this combined synopsis solicitation under commercial item procedures in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations (RFQ) and a written solicitation will not be issued. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-94, 2005-95, dated January 1, 2017. This RFQ is set-aside for small business concerns. The North American Standard Industrial Classifications System (NAICS) Code is 541370-Aerial Surveying Services; small business size standard is $15 million. OVERVIEW OF SERVICE: To secure contract services to conduct aerial telemetry surveys of radio-marked Sierra Nevada bighorn sheep in the Sierra Nevada range and radio-marked Greater Sage-grouse within the Bi-State Distinct Population Segment (DPS) of eastern California and western Nevada and any other species that need aerial monitoring in parts of California and Nevada that might occur. DETAIL OF SERVICE: The contractor would conduct aerial radio telemetry surveys for Sierra Nevada bighorn sheep and Greater Sage-grouse on an as needed basis. The contractor will be responsible for coordinating with the BLM Bishop Field Office (BLM) to: 1) determine survey date(s); 2) provide personnel to conduct the aerial surveys; and 3) provide the BLM with GPS coordinates and ancillary data collected during surveys. No BLM personnel would participate in the surveys. BLM will provide a radio telemetry receiver and radio collar frequency information for contractor use. Due to the sensitive nature of the information being collected, BLM will coordinate with California Department of Fish and Wildlife during the bid review process to ensure that any contractor selected is considered suitable to conduct surveys for Endangered Species & Species of Special Concern. LOCATION: Aerial telemetry surveys for radio-marked Sierra Nevada bighorn sheep would be conducted on the eastern slope of the Sierra Nevada range between Lone Pine and Bridgeport, California. Aerial telemetry surveys for radio-marked Greater Sage-grouse would be conducted in the South Mono, Bodie/Mount Grant, Desert Creek/Fales, and White Mountains Population Management Units as defined in the 2012 ¿Bi-State Action Plan ¿ for conservation of the Bi-State Distinct Population Segment (DPS) of the Greater Sage-Grouse. Surveys would occur east of the Sierra Nevada range between Bishop and Walker, California. Some surveys would also extend into immediately adjacent portions of western Nevada. WORK SCHEDULE, PROGRESS OF WORK, RESTRICTIONS ON WORK: BLM will give the contractor at least 7-days notice for the need of services. The contractor will be required to provide BLM the survey data within 24-hours of the survey completion. DATA SPECIFICATIONS: The contractor will be required to provide BLM with GPS coordinates for all radio-marked Sierra Nevada bighorn sheep, Greater sage-grouse and any other persisting species recorded during each survey. GPS data must be provided in a spreadsheet format that includes the following information: BLM ID or Radio Frequency, X-UTM Coordinate, Y-UTM Coordinate, Date and Time. Data can be provided in ESRI shapefile format or KML. The contractor will also be required to provide BLM with ancillary data specific to any Sierra Nevada bighorn sheep and/or Greater Sage-grouse visually observed during each survey. Ancillary data should include the following information: GPS Location, Group Size, Sex and Age of Individuals (if possible), Date and Time. All GPS coordinates must be provided in UTM 11, NAD 83. PERIOD OF PERFORMANCE: Estimated period of performance is one base year with 4, one-year option years as follows: Base Year: 05/01/2017 to 04/30/2018; Option Year 1: 05/01/2018 to 04/30/2019; Option Year 2: 05/01/2019 to 04/30/2020; Option Year 3: 05/01/2020 to 04/30/2021; Option Year 4: 05/01/2021 to 04/30/2022.
