Description
This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this announcement is to gain knowledge of potential qualified small business sources such as Service-disabled veteran-owned small firms, Veteran-owned small firms, Hubzone firms, general small business firms relative to NAICS 621330, size standard $7.5million capable of providing the following services. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA) Network 22 Contracting Office (VISN 22) is seeking sources for the provision of two Post-Traumatic Stress Disorder (PTSD) Education and Communication Workshops for Veterans and their Significant Others. The Services are to be provided in San Diego, CA. The Contractor shall provide Professional workshop facilitation, 6 hours of instruction and course content for PTSD Education. Participant supplies and materials for 15 couples. Pre workshop Couples Satisfaction Inventory survey and post workshop assessment to include administration of a 30 day post workshop Couples Satisfaction Inventory. Post workshop data analysis and interpretation by workshop facilitators and selected research statisticians. Workshop after action report (findings and recommendations) to be submitted within two weeks post workshop. Workshops are to be held on April 29, 2017 and July 22, 2017. Workshops are to be conducted by fully licensed mental health clinicians, certified by the State of California, experienced in providing mental health services to include individual, group, family and relationship therapy, specialized in working with the Veteran Population treating military related trauma. Clinicians are to be Certified PAIRS Instructors (Practical Application of Intimate Relationship Skills), proficient in teaching the PAIRS Essentials Curricula. Workshops and curricula shall be designed to address the needs of the Veteran population focusing on providing directed education and skills based techniques to overcome the unique challenges that PTSD brings to relationships. Interested firms having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to the market survey/sources sought notice. Responses to this Notice must provide the following information: (1) General Information of the company name, address, company point of contact, phone number, fax number, e-mail address(s), and company web site. (2) How long has your company been in business? (3) What services does your company primarily provide and for how long. (4) Are you re Clinicians experienced in treating Veterans with Post Traumatic Stress and other behavioral health issues, Evidence Based Interventions for Post-Traumatic Stress Disorder (PTSD) including, but not limited to, Cognitive Processing Therapy, Prolonged Exposure, Cognitive Behavioral Therapy and acceptance and Commitment Therapy. (5) Does your company have experience with the Department of Veterans Affairs Warrior to Soul Mate Program ? (6) Provide previous or current works that are similar in size and complexity as the Government requirement (6) Describe how you intend to provide the required services for our Veterans. (7) Provide a Capability Statement that addresses the organizations qualifications and ability to perform as a contractor for the work described. (8) Provide the names of individuals, certifications, licenses and/or other pertinent documents/evidence that is required to perform the work described (9) Please provide general pricing for your services for market research purposes (10) Is your business small relative to NAICS 621330, size standard $7.5 million? (11) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (12) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "Hubzone" firm? (13) Is your firm a woman-owned or operated business? (14) Is your firm a certified Service-Disabled Veteran Owned Small or Veteran owned small business? If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. (15) Provide your Dun and Bradstreet Number. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Responses shall be faxed or emailed to the attention to Tanya Aguilar Barraza at (562) 346-1654 or email at: Tanya.barraza@va.gov.         Telephone responses will not be accepted.        All responses to this sources sought announcement must be received no later than 3:00pm PDT on March 30, 2017. No solicitation is available at this time; this notice is to acquire information only. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought will not result in being added to a prospective bidders list or to receive a copy of the solicitation.
