- Sole Source Justification This is a NOTICE OF INTENT to award a Sole Source, firm fixed price contract for the acquisition of secure garage parking space during the annual United Nations General Assembly (UNGA) and other protective service events as needed in New York, NY. The garage spaces must adhere to the guidelines and specifications included in attached Sole Source Justification. This contract will be under NAICS code 812930, to Manhattan Parking System Park Ave Corp., 277 Park Ave, New York, NY 10172. This requirement is made pursuant to authority citation, 41 USC 3305 (a) (2), and in accordance with Federal Acquisition Regulation Part 13.106 -1 (b) (1) and 13-501 (a) apply to sole-source (including brand-name) acquisitions of commercial items conducted pursuant to subpart 13.5. Manhattan Parking System Park Ave Corp is considered the only responsible source and no other supplies or services will satisfy the agency requirements. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the government.
