- This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. This notice is issued by the United States Coast Guard (USCG) Headquarters, Washington, DC to identify sources capable of providing electronic leads for the USCG Academy (USCGA). This work was previously provided under contract HSCG39-16-C-PTT268 with Hobsons Inc., which is a large business under the applicable NAICS. This notice seeks to find capable small business sources that could meet this need. The potential requirement may be for a 12 month base period plus four 12-month option years as a single award contract for electronic lead services for the admissions department of USCGA. The performance period is anticipated to start 15 May 2017. Offers under the proposed solicitation shall have the capability of using Naviance software, and the ability to access students from all 50 of the United States of America. It is the USCG's intent to issue a separate solicitation to be synopsized on the FedBizOpps website at https://www.fbo.gov. It is the potential offeror's responsibility to monitor this venue for release of any future solicitation or synopsis. The applicable NAICS Code is 611310 (COLLEGES, UNIVERSITIES, AND PROFESSIONAL SCHOOLS) with a size standard of $27.5 million. Any interested firm capable of providing these supplies is requested to respond via e-mail to: Kerri.L.Laws@uscg.mil no later than 2:30 p.m. EST, 31 March 2017 with the following documentation: (1) Is your business a large or small business and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified HUB zone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Please explain your firm's capability in regards to acquiring/utilizing Naviance software. Competition and set-aside decisions may be based on the results of this market research. Failure to submit information in sufficient detail may result in considering a company as not a viable source. Interested parties must be registered in the System for Award Management (SAM) as prescribed in FAR 52.232-33. SAM can be obtained by accessing the Internet at www.sam.gov or Federal Help Desk at https://fsd.gov/fsd-gov/home.do. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided.
