SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8207-17-SSS-ICBMCM Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541519 which has a corresponding Size standard of $27.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: This announcement constitutes a sources sought synopsis for purposes of conducting market research. Market Research is being conducted to seek qualified contractors with the skills and knowledge required to support the Minuteman III ICBM Configuration Management and Data Management Offices. The Air Force is in the process of preparing a Justification and Approval document to gain the required approval to issue a sole source request for proposal to CompuSearch Software Systems, who is currently performing on Hill Air Force Base contract FA8204-12-C-0006, and has supported the Air Force in this capacity for the last twelve (12) years. Statutory authority is 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. This sources sought synopsis is for information and budget planning only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. CompuSearch Software Systems is currently the only qualified source that has the requisite system expertise of executing required engineering services with the proprietary integrated data and configuration management (CM-DM) system being used by the ICBM CM office. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate that they have demonstrated: (1) They possess the necessary knowledge, understanding and capability of providing standard maintenance of the proprietary CM-DM software code currently in use by the ICBM Systems Division. They have demonstrated the means and capability to update the source code, the database scripts and structure, the c-sharp and xml business rule scripts, the application parameters, and the specific java script and aspx pages of the proprietary CM-DM software, have demonstrated the successful deployment of new versions of the proprietary CM-DM software, and have demonstrated the means and capability to host the proprietary CM-DM software on servers accessible by the ICBM CM office and associated contractors. (2) They possess the necessary Minuteman III missile system knowledge and understanding of ICBM weapon system processes and have executed process steps within the proprietary software used by the ICBM CM office in the following areas: (a) Configuration identification of ICBM system and subsystem configured hardware and software items (b) Updating functional, allocated, and product configuration documentation on system specifications per ICBMSD CCB approval process and related SCN update process (c) Updating allocated configuration documentation to track interface control documents and their related changes (d) ICBM functional and physical audits and reviewing and accepting final physical configuration audit submittals consisting of ICBM drawings, specifications and interface control documents (e) Inputting new hardware and computer software configuration items (HWCI, CSCI) (f) Supporting ICBM technical review boards, ICBM configuration control boards, ICBM requirements validation boards (g) Data loading of Hardware Specifications, Nuclear Hardness & Survivability Design Analysis Reports, Hardness Data Manuals, Figure A's, IDL/IPLs, Software Specifications, Interface Control Documents, ECPs/Variances (h) Automated configuration status accounting of the configured items and records the configuration status information for these CIs, i.e., nomenclature, location and system application, specification status, drawing delivery status, audit schedules, ECP/deviation/waiver processing status, ECP/deviation/waiver effectivity and part number data, and Time Compliance Technical Order (TCTO) assignment (i) ICBM Software CM guidance during software related meetings: RVB, data calls for new and/or existing software modification efforts, PDRs/CDRs, TRRs, FCAs/PCAs, IPTs/PMTs at the program level, contractor TRBs, developer peer reviews (j) ICBM Computer Program Identification (CPIN) process management and data inputs and relationships of ICBM executable software to the source code and engineering documentation (k) CM Office metric data processing: Participation in Milestones: PDR/CDR, FCA/PCA; number of CCBs held/processed, drawing packages reviewed, JEDMICS actions, ECPs, EOs, ICDs processed, software deliveries, (l) Executing Contract Data Requirements List (CDRL) automation planning for organic and contractor contracts including CDRL scheduling, CDRL submittal receipt workflows and notifications, CDRL document management, vendor CDRL delivery metrics and reports (m) Serve as a risk repository for the ICBM system Program Office (n) Provide automated risk analysis through a database of risks in accordance with AFI 63-101_20-101, AFPAM 63-128, and as directed by the ICBM System Program Office. The data must be organized the same as the ICBM System Program Office to Support Sorting, filtering and search functions. (o) Provide reports to support acquisition activities as directed by the ICBM System Program Office. Exportable report formats must be in PowerPoint and Excel (p) The architecture of the system needs to be able to support modifications to support changes as required. (3) They have minimum of 5 years of experience in the current Minuteman III missile system. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be limited to 3 - 5 pages and must be submitted by Tuesday, 11 April 2017, 4:00 PM Mountain Time, to AFNWC/PZBC, ATTN: Brent Carling, 6008 Wardleigh Road, Bldg 1580, Hill AFB UT 84056, or brent.carling@us.af.mil.
