- Synopsis to ASSESS SEABIRD ROCKS, BRITISH COLUMBIA; 1. This synopsis is issued by the U.S. Fish and Wildlife Service, Region 1, Portland, Oregon. Oregon Fish and Wildlife, 2600 Southeast 98th Avenue, Suite 1, Portland, OR 97266-1398 has an immediate requirement for Seabird Assessment, British Columbia. Contractor will compile and review all available information on Seabird Rocks relevant to evaluating site for restoration. Information gathered will be combined with personal knowledge of the site and professional judgment to evaluate restoration potential of site. Background: In March of 1999, tarballs and oiled bird carcasses began appearing on beaches of northern Oregon and southern Washington. The source of the mystery spill and the responsible party were never identified. The natural resource trustees (Trustees) for this incident (U.S. Fish and Wildlife Service and Washington Department of Fish and Wildlife) are putting together a claim to the National Pollution Funds Center (NPFC) to fund restoration projects related to this incident. As part of this process, the Trustees must evaluate potential restoration projects for seabird species injured by the spill. Seabird Rocks is one location being evaluated. Seabird Rocks historically supported 1,000 pairs of nine species of breeding seabirds. The Period of Performance is: from date of award for 18 months with (1) One year Option Period. 2. A firm fixed price contract is planned. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94,2005-95 / 01-19-2017. 4. This action is being solicited as a small business set-aside. The NAICS Code associated with this requisition is 541620 Environmental Consulting Service. The small business size standard in dollars is 15 Million. 5.Solicitation Number F17PXPS00462 is planned for posting on approximately April 3, 2017. Interested contractors are advised to check the website periodically for solicitation amendments. To be eligible for award, contractors must be registered in the System for Award Management (SAM) database http://www.sam.gov 6. 52.212-2 Evaluation ¿Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
