- Statement of Work F108 Low Pressure Turbine Assembly dated 23 March 2017 Questions and Answers for FA8122-16-R-0009 Navy Module 13/15 as a Result of Amendment 0005 Q1: Are SLINs X001AB through X001AE, "Add New LPT Stage X Blades", added to the CLIN structure to support all blade replacement, i.e., contractor will not include the price for any blade replacement within SLIN X001AA, Remanufacture? A1: No. The price for any blade replacement, rework/repair other than "new" LPT Stage 1 will be included in the unit Remanufacture price under SLIN x001AA. SLINS X001AB is for "new LPT Stage 1 Blades and will require a unit price. SLINs for New LPT Stage 2-4 have been removed from the solicitation and are not required as the price for LPT stage 2-4 are included in the Remanufacture unit price. Q2: Are SLINs X001AB through X001AE added to the CLIN structure to support blade replacement for all revisions of SB 72-0602 only? A2: No. Only SLIN X001AB, New LPT Stage 1 Blades, pertains to SB 72-602 as identified in the Statement of Work section 1.4.6. "Special Instructions Concerning the Navy CFM56-2A Modules"; sub-section 1.4.6.1 "Service Bulletins" ; " SB 72-602: Replacement of Suspect Stage 1 LPT Blades 301-330-114-0 AND 301-330-115-0". SLINs x001AC through x001AE LPT Stage 2-4 Blades do not apply to SB 72-602. LPT New Stage 2-4 Blade SLINs have been removed from the solicitation. Q3: Are SLINs X001AB through X001AE added to the CLIN structure for purposes other than supporting all revisions of SB 72-0602? A3: No. See answer 2. Q4. Excluding LLPs and blades, is it the Government's intent to allow used-serviceable-commercial material, with trace documentation reflecting only 1 repair cycle? A4: Yes. A serviceable commercial asset - either of the same part number, or of an associated newer configuration part number (identified in the CFM 56-2A IPC) - provided that it has not undergone more than one repair cycle and has received Navy approval can be used. Excluding LLP's and blades. Government is asking the offeror to be responsible for the production, remanufacture and scheduled delivery of a quality product. That the cost associated with the production, remanufacture and scheduled delivery of a quality product (other than those separately identified in the solicitation) be included in the remanufactured F108 Module 13/15 Low Pressure Turbine unit price. Q5: As scrap replacement for all other detail components as a measure of cost savings? A5: Scrap is not included in the SOW. Therefore scrap is not acceptable replacement for all other detail components. A serviceable commercial asset - either of the same part number, or of an associated newer configuration part number (identified in the CFM 56-2A IPC) - provided that it has not undergone more than one repair cycle and has received Navy approval can be used. Excluding LLP's and blades. Government is asking the offeror to be responsible for the production, remanufacture and scheduled delivery of a quality product. That the cost associated with the production, remanufacture and scheduled delivery of a quality product (other than those separately identified in the solicitation) be included in the remanufactured F108 Module 13/15 Low Pressure Turbine unit price. Q6: As scrap replacement for all other detail components strictly as a means to deliver a serviceable asset within a 30 day TAT? A6: Scrap is not included in the SOW. Therefore scrap is not acceptable replacement for all other detail components. A serviceable commercial asset - either of the same part number, or of an associated newer configuration part number (identified in the CFM 56-2A IPC) - provided that it has not undergone more than one repair cycle and has received Navy approval can be used. Excluding LLP's and blades. Government is asking the offeror to be responsible for the production, remanufacture and scheduled delivery of a quality product. That the cost associated with the production, remanufacture and scheduled delivery of a quality product (other than those separately identified in the solicitation) be included in the remanufactured F108 Module 13/15 Low Pressure Turbine unit price. Q7: ONLY when the contractor receives a 'pre-service bulletin nozzle' configured Module 13? This condition exists as pre-SB replacement components are no longer manufactured by the OEM and are only found in the commercial market place. Clarification. Specific SB and nozzle A7: A serviceable commercial asset - either of the same part number, or of an associated newer configuration part number (identified in the CFM 56-2A IPC) - provided that it has not undergone more than one repair cycle and has received Navy approval can be used. Excluding LLP's and blades. Government is asking the offeror to be responsible for the production, remanufacture and scheduled delivery of a quality product. That the cost associated with the production, remanufacture and scheduled delivery of a quality product (other than those separately identified in the solicitation) be included in the remanufactured F108 Module 13/15 Low Pressure Turbine unit price. Q8A: At the US Navy's discretion will LLP's that do not meet the US Navy's criteria be replaced with new LLP's? Q8B: If the answers is yes, would CLIN0001AF, 0001AG, 0001AH, 0001AJ (as well as the Option years) be used to charge the US Navy for these replacement parts A8A: See answer A2. A8B: CLINS 0001AF, 0001AG, 0001AH, 0001AJ have been changed to CLINS 0001AC, 0001AD, 0001AE, 0001AF (as well as the Option years) will be used to charge the US Navy for "new" LPT Stage 1-4 Disks. If approved by the Navy. Q9: Please advise if brand new OEM blades require meeting SOW pre-twist angle requirements per 1.4.1.3.1. A9: New OEM blades do not need to be checked for pre-twist angle conformance. Note: If you have difficulty opening the arrached Statement of Work Dated 23 Mar 2017.
